๕.๓ ยุทธศาสตร์ที่ ๓ สร้างคุณธรรมนำสังคมอุดมปัญญา
๕.๓.๑ เป้าหมาย: สร้างค่านิยมร่วมในสังคมไทยให้ตระหนักถึงความสำคัญของคุณธรรมจริยธรรม ความเอื้ออาทรต่อกัน อันนำไปสู่การอยู่ร่วมกันอย่างสงบสุขที่มีความยั่งยืน
๕.๓.๒ แนวทางในการดำเนินการ
ส่งเสริมคนดีคู่สังคม ด้วยการรณรงค์ จัดกิจกรรม และการดำเนินการสนับสนุน บุคคลที่กระทำความดีให้เป็นที่รู้จักของคนทั่วไปในสังคมอย่างแพร่หลาย เพื่อให้เกิดการยอมรับและเป็นแบบอย่างในการกระทำความดีของบุคคลอื่น ๆ ในสังคมไทย
ส่งเสริมคุณธรรมคู่ความรู้ ด้วยการเพิ่มพูนความรู้ให้กับสมาชิกทุกระดับในสังคมไทยพร้อม ๆ ไปกับการสอดแทรกการปลูกฝังคุณธรรมและจริยธรรม เพื่อให้มีจิตสำนึกในการนำความรู้ที่ควบคู่กับคุณธรรมไปประยุกต์ใช้ในการทำงานหรือใช้ในชีวิตประจำวัน
ส่งเสริมการยุติความขัดแย้งด้วยสันติวิธี ด้วยการรณรงค์ให้สมาชิกในสังคมไทยรู้จักสร้างทางเลือกหรือทางออกของปัญหาในลักษณะที่เป็นสถานการณ์ ชนะ-ชนะ (Win-Win) สำหรับทุกฝ่าย รวมถึงการสร้างการมีส่วนร่วมจากทุกภาคส่วน เพื่อให้เกิดการยอมรับร่วมกันจากผู้ที่มีส่วนร่วม
ส่งเสริมความเป็นพลเมืองไทยที่ดี ด้วยการสร้างตราสัญญาลักษณ์ และกำหนดรูปแบบของความเป็นคนไทยที่ดีบนพื้นฐานของความแตกต่าง ให้เกิดค่านิยมร่วมในการอยู่ร่วมกันในลักษณะพหุสังคมวัฒนธรรม

๕.๔ ยุทธศาสตร์ที่ ๔ ยกระดับคุณภาพชีวิตให้มีความเท่าเทียมกันในสังคม
๕.๔.๑ เป้าหมาย: ลดช่องว่างของสมาชิกทุกกลุ่มในสังคมไทยให้มีโอกาสในด้านต่าง ๆ ที่เท่าเทียมกัน และดำรงอยู่ด้วยความรู้สึกที่ไม่มีความแตกต่างทางสังคม
๕.๔.๒ แนวทางในการดำเนินการ
สร้างโอกาสทางการศึกษา ด้วยการสนับสนุนจากภาครัฐพร้อมทั้งโน้มน้าวภาคเอกชน และภาคประชาชนเข้ามามีส่วนร่วมในการจัดให้มีการศึกษาขั้นพื้นฐานที่มีกระจายไปอย่างทั่วถึงในทุกระดับของสังคมไทยพร้อมทั้งมีการกำหนดทิศทางของการศึกษาที่มีความชัดเจน อันนำไปสู่การศึกษาที่เกิดประโยชน์สูงสุดกับสมาชิกทุกคนในสังคมไทย
สร้างโอกาสในการประกอบอาชีพ ด้วยการจัดให้มีเวทีแห่งการพบปะและสื่อสารระหว่างภาครัฐ ภาคเอกชน รวมไปถึงผู้ประกอบการ และแรงงาน เพื่อเพิ่มโอกาสในการประกอบอาชีพที่มีความเหมาะสมและมีความมั่นคงในอาชีพที่ยั่งยืน
สร้างความยุติธรรมให้เกิดขึ้นในสังคม ด้วยการสร้างสภาวการณ์ที่ส่งเสริม สนับสนุนให้เกิดความยุติธรรมในสังคมไทยให้เกิดขึ้นในทุกระดับ
