ความเป็นมา
อาเซียน (ASEAN) หรือ สมาคมประชาชาติเอเซียตะวันออกเฉียงใต้ (The Association for Southeast Asian Nations) ก่อตั้งเมื่อปี พ.ศ. 2510 (ค.ศ. 1967) หรือเพิ่งจะครบรอบ 43 ปี เมื่อวันที่ 8 สิงหาคม 2553 ที่ผ่านมานี่เอง โดยมีประเทศสมาชิกผู้ร่วมก่อตั้งครั้งนั้นเพียง 5 ประเทศ คือ ไทย มาเลเซีย สิงคโปร์ อินโดนีเซีย และฟิลิปปินส์ ส่วนอีก 5 ประเทศเข้ามาสมทบในภายหลัง คือ บรูไน (2527) เวียดนาม (2538) ลาว (2540) พม่า (2540) และกัมพูชา (2542) หากจะเปรียบกับวัยของคนเราก็ถือว่าอาเซียนเข้าสู่วัยกลางคนเต็มตัว วัยที่กำลังสร้างฐานะความมั่นคง เป็นวัยแห่งความแข็งแกร่งและมีศักยภาพ แต่จะเป็นเช่นนั้นได้หรือไม่เพราะมีปัจจัยแวดล้อมมากมายที่ต้องบริหารจัดการให้เป็นหนึ่งเดียวให้ได้ ให้สมกับวิสัยทัศน์ “One Vision, OneIdentity, One Community” ภายใต้การบริหารองค์กรโดยคนไทย ดร.สุรินทร์ พิศสุวรรณ เลขาธิการอาเซียน
