ว่าด้วยกิจการวิทยุสมัครเล่น พ.ศ. 2530 ผลของระเบียบนี้ทำให้ต้องมีการกำหนดสัญญาณเรียกขานให้เป็นตามสากล
เช่น VR001 เป็น HS1BA และ VR คนสุดท้ายคือ VR2953 ดังนั้นนักวิทยุสมัครเล่นทุกคนจะต้องมีสัญญาณเรียกขานสากล
ที่ขึ้นต้นด้วย HS ซึ่งหมายถึงประเทศไทย ตามด้วยเลข 1 ถึง 0 โดยตัวเลขในสัญญาณเรียกขานนั้นจะแสดงให้ทราบว่านักวิทยุสมัครเล่นคนนั้นอยู่ในเขตใด เช่น HS1 และ HS0 หมายถึงนักวิทยุสมัครเล่นภาคกลาง HS9 หมายถึงนักวิทยุสมัครเล่นที่อยู่ภาคใต้ เป็นต้น
และตามด้วยอักษร 2 ตัว และ 3 ตัวตามลำดับ
