กระทรวงศึกษาธิการตระหนักถึงความสำคัญของการเรียนภาษาอังกฤษ จึงได้กำหนดให้ภาษาอังกฤษเป็นวิชาบังคับในระดับการศึกษาขั้นพื้นฐานและเป็นรายวิชาพื้นฐานในระดับอุดมศึกษา โดยการเรียนรู้และมาตรฐานผลการเรียนรู้ตามกรอบมาตรฐานคุณวุฒิระดับอุดมศึกษา (TQF) กำหนดให้ผู้เรียนระดับปริญญาตรีมีทักษะการสื่อสาร (Communication skills) หมายถึงความสามารถในการสื่อสารทั้งการฟังและการพูด (คณะกรรมการการอุดมศึกษา, 2552) การพัฒนาทักษะทางด้านภาษาอังกฤษนั้น จึงเป็นสิ่งสำคัญอย่างยิ่งที่ช่วยให้นักศึกษาให้มีความสามารถทางด้านการสื่อสาร เพื่อให้เกิดความก้าวหน้าในหน้าที่การงานในอนาคตและสอดคล้องกับนโยบายทางการศึกษาของรัฐบาล
