โดยระยะแรกจะแบ่งการก่อสร้างเป็น 2 ช่วง คือกรุงเทพฯ-นครราชสีมา และนครราชสีมา-หนองคาย ซึ่งจะเริ่มดำเนินการก่อสร้างช่วงกรุงเทพฯ-นครราชสีมาก่อน หลังจากนั้นก็ดำเนินการก่อสร้างในช่วงที่ 2 คือ นครราชสีมา-หนองคาย โดยจะมีการหารือกับจีนให้ปรับการก่อสร้างเป็นทางเดี่ยว ขนาดมาตรฐาน 1.435 เมตรไปก่อน จากแผนเดิมจะเป็นทางคู่ เพื่อศึกษาถึงจำนวนปริมาณของผู้โดยสารว่ามีมากเพียงพอหรือไม่
