1.ประวัติความเป็นมา ชาวเมืองท่าอุเทน เดิมมีถิ่นฐานอยู่ที่เมืองหงสาวดี แขวงไชยบุรี ดินแดนลาว ในปัจจุบัน พ.ศ.2531 หัวหน้าชาวไทญ้อ ชื่อ ท้าวหม้อและภรรยาชื่อ นางสุนันทา ได้รวบรวม ผู้คนมาสร้างเมืองใหม่ ชื่อเมือง "ไชยฤทธิ์อุตตบุรี" (ปัจจุบันคือตำบลไชยบุรี อำเภอท่าอุเทน) เจ้าผู้ครองนครเวียงจันทร์ได้ตั้งให้ท้าวหม้อเป็นพระยาหงษาสาวดี และท้าวเล็กน้องชาบท้าวหม้อเมื่ออุปฮาดวังหน้า ท้าวหม้อมีบุตรชายคนโตชื่อท้าวโสม

พ.ศ. 2369 เจ้าอนุวงศ์เป็นขบถต่อกรุงเทพฯ ได้กวาดต้อนผู้คนไปอยู่ฝั่งซ้ายของแม่น้ำโขง ตั้งเมืองขึ้นใหม่ชื่อ เมืองหลวงปุเลง หรือ ปุงเลิง ทั้งเมือง"ไชยสิทธิ์อุตตบุรี" เป็นเมืองร้าง ต่อมาได้สวามิภักดิ์ต่อเจ้าแผ่นดินญวนคือ เจ้าฟ้าสามกวนหลวง จึงแต่งตั้งให้ท้าวพระปทุมเป็นเจ้าเมืองปุงเลงแทน และให้ท้าวจารย์ญาเป็นอุปฮาด ท้าวจันทร์ศรีสุราช (โสม) เป็นราชวงค์ และท้าวปุเป็นราชบุตร

พ.ศ.2409 พระศรีวรราช (ท้าวพระปทุม) ถึงแก่กรรมลง พ.ศ.2411 ได้ทรงพระกรุณาโปรดเกล้าแต่งตั้งให้พระจำเริญพลรบ (เจ้าดวงจันทร์) เป็นพระศรีวรราชคนต่อไป อยู่ได้อีก 1 ปี จึงกราบถวายบังคับทูลลาออกจากราชการ เนื่องจากมีความผิดหลายเรื่อง
พ.ศ.2413 ในสมัยรัชกาล 5 ได้โปรดเกล้าแต่งตั้งให้ราชบุตร (พราหม) เป็นพระศรีวรราชเจ้าเมืองท่าอุเทน อยู่ได้ 4 ปี ก็ถึงแก่กรรม พ.ศ.2442 กระทรวงมหาดไทย ประกาศใช้ข้อบังคับลักษณะการปกครองหัวเมือง ให้ยุบเลิกตำแหน่งเจ้าเมือง อุปฮาด ราชวงศ์ ราชบุตร และกรมการเมืองแบบเก่าให้เป็น ผู้ว่าราชการเมือง ปลัดเมือง ศษลเมือง แทนพ.ศ. 2450 ยุบเมืองท่าอุเทน เป็นอำเภอท่าอุเทน ขึ้นกับเมืองนครพนมและแต่งตั้งให้ขุนศุภกิจ จำนงค์ (จันทิมา พลเดชา) ข้าหลวงประจำเมือง เป็นนายอำเภอคนแรก
