ความเป็นมาของโครงการ :

ด้วยสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ได้เสด็จพระราชดำเนินเยี่ยมราษฎรในพื้นที่ภาคเหนือ ระหว่างเดือนเมษายน พ.ศ. 2538 นั้น ทรงทราบว่าในหลายพื้นที่สัตว์ประเภทกบในธรรมชาติได้ลดจำนวนจนแทบไม่พบเห็น จึงทรงมีพระราชดำริความว่า “...ควรดำเนินการสาธิตและส่งเสริมการเลี้ยงสัตว์ประเภทกบ เพื่อฟื้นฟูธรรมชาติและเป็นอาหารโปรตีนให้แก่ราษฎรต่อไป...”

กบเป็นสัตว์สะเทินน้ำสะเทินบก ซึ่งมีการแพร่กระจายอยู่ทั่วภูมิภาคของประเทศไทย โดยจะมีความสัมพันธ์กับชีวิตราษฎรไทยทั้งทางตรงและทางอ้อม เนื่องจากสภาวะแวดล้อมธรรมชาติได้เปลี่ยนแปลงไปอย่างมาก สืบเนื่องจากต้นน้ำลำธารถูกทำลายไปทำให้ความชื้นในธรรมชาติลดลง และแหล่งหลบซ่อนอาศัยหรือแหล่งเพาะพันธุ์ตามธรรมชาติลดลงตามไปด้วย อีกทั้งการใช้ยาปราบศัตรูพืช และยาปราบวัชพืชของเกษตรกรไทยไม่ถูกต้อง ทำให้กบในธรรมชาติถูกทำลายลง ซึ่งเป็นการตัดวงจรตัวห้ำ ซึ่งใช้ควบคุมแมลงศัตรูพืชโดยธรรมชาติ ทำให้มีผลกระทบโดยตรงต่อการเกษตร ดังนั้นการผลิตพันธุ์กบและเขียดเพื่อปล่อยลงในแหล่งอาศัยตามธรรมชาติ นอกจากจะเป็นการอนุรักษ์โดยตรงแล้ว ยังช่วยควบคุมแมลงตามธรรมชาติให้เข้าสู่ภาวะสมดุลตามธรรมชาติ ซึ่งจะให้ผลดีทางอ้อมแก่เกษตรกรผู้ปลูกพืชสวนและพืชไร่ ตลอดจนการเพาะพันธุ์กบภูเขาเพื่อปล่อยตามอุทยานแห่งชาติต่างๆ เพื่อเพิ่มปริมาณของกบภูเขา เช่น กบเปอะ กบจุกซึ่งปัจจุบันพบเห็นได้น้อยมากตามธรรมชาติทั่วไป ซึ่งกรมประมงสามารถเพาะพันธุ์ได้เป็นผลสำเร็จ และนำไปปล่อยคืนธรรมชาติ โดยเป้าหมายเพื่อให้เกิดความสมดุลในธรรมชาติ และสามารถเป็นอาหารโปรตีนให้แก่ราษฎรไว้บริโภคต่อไป
