วิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาคุณธรรม จริยธรรม ของนักการเมือง โดยเฉพาะกรณีองค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดอุบลราชธานี และจังหวัดใกล้เคียงว่ามีการใช้อำนาจในทางที่ดีตามหลักทศพิธราชธรรม ซึ่งก่อให้เกิดประโยชน์แก่ราษฎรและในประเทศชาติมากเพียงใด และเพื่อศึกษาการขาดคุณธรรม จริยธรรม ของนักการเมืองซึ่งมีความจำเป็นอย่างยิ่งต่อการปฏิบัติหน้าที่เพื่อความเจริญของชุมชนในระดับท้องถิ่น รวมทั้งระดับชาติ พร้อมทั้งเสนอแนะเชิงทฤษฎีสำหรับแนวคิดเกี่ยวกับมาตรฐานทางจริยธรรมอันเป็นหลัก 9 ประการ ที่ได้มาจากการทบทวนวรรณกรรม ซึ่งประกอบด้วย การยึดมั่นในคุณธรรมและจริยธรรม การมีจิตสำนึกที่ดี ซื่อสัตย์ และรับผิดชอบ การยึดประโยชน์ของประเทศชาติเหนือกว่าประโยชน์ส่วนตนและไม่มีผลประโยชน์ทับซ้อน การยืนหยัดทำในสิ่งที่ถูกต้อง เป็นธรรม และถูกกฎหมาย การให้บริการแก่ประชาชนด้วยความรวดเร็ว มีอัธยาศัยและไม่เลือกปฏิบัติ การให้ข้อมูลข่าวสารแก่ประชาชนอย่างครบถ้วน ถูกต้องและไม่บิดเบือนข้อเท็จจริง การมุ่งผลสัมฤทธิ์ของงาน รักษามาตรฐาน มีคุณภาพโปร่งใสและตรวจสอบได้ การยึดมั่นในระบอบประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุข การยึดหลักจรรยาวิชาชีพขององค์กร โดยวิเคราะห์ผ่านบทบาทของภาครัฐและประชาชน

ผลการวิจัยที่ได้รับข้อมูลจากการสัมภาษณ์ (Key informant) ซึ่งเป็นผู้ที่ไม่มีส่วนเกี่ยวข้องโดยตรงกับการปฏิบัติงานขององค์กรปกครองส่วนท้องถิ่น วิเคราะห์ได้ว่า ด้านความโปร่งใส ซื่อสัตย์สุจริตมีการทำงานที่ไม่โปร่งใส่ที่มีข้อมูลบางอย่างที่ไม่เปิดเผยต่อประชาชนทั่วไป ด้านการแสวงหาผลประโยชน์ส่วนตนมีการแสวงหาผลประโยชน์ ส่วนมากจะเป็นการจัดทำงานโดยถูกต้องตามนโยบายต่างๆ เช่น การใช้อำนาจสั่งการโดยมิชอบ การรับสินบนจากประชาชนด้านการทำงานตามนโยบาย มีการทำงานที่ล่าช้าอาจจะเนื่องมาจากต้องรองบประมาณส่วนกลาง หรือ นโยบายที่ให้ไว้นั้นสูงจนเกินไปทำให้ไม่สามารถทำงานตามนโยบายที่ให้ไว้ ด้านบทบาทหน้าที่มีความเหมาะสมกับสถานการณ์ปัจจุบันการจัดระบบการบริการสาธารณะเพื่อประโยชน์ของประชาชนในท้องถิ่นของตนเองให้มีความเจริญก้าวหน้า และสอดคล้องกับสถานการณ์ในปัจจุบัน ประชาชนในท้องถิ่นได้มีส่วนร่วมในการปกครองตนเองให้เกิดประโยชน์สุขแก่ประชาชน ด้านงบประมาณในการบริหางานไม่เพียงพอต่อการบริหารงานเท่าที่ควรเพราะปริมาณการจัดเก็บภาษีที่เป็นรายได้ขององค์กรปกครองส่วนท้องถิ่นนั้นมีน้อยมากเพียงปริมาณร้อยละ 6-9 ของรายได้รัฐบาล จึงทำให้ไม่เพียงพอต่อการที่องค์กรปกครองส่วนท้องถิ่นจะนำไปใช้จ่ายในการจัดทำบริการสาธารณะให้แก่ประชาชนได้ครบถ้วนด้านการเปิดเผยข้อมูลด้านข้อมูลข่าวสารทั่วไป เรื่องการจัดทำโครงการสาธารณะ การจัดการเลือกตั้ง การส่งเสริมสุขภาพ การส่งเสริมด้านประเพณีวัฒนธรรมโดยมีวิธีการเผยแพร่ข้อมูลคือ การประชาสัมพันธ์เสียงตามสาย การปิดป้ายประกาศ หอกระจายข่าวของชุมชน วิทยุชุมชน เว็บไซด์ขององค์กรปกครองส่วนท้องถิ่น และผ่านทางผู้นำชุมชน ด้านการถ่ายโอนงบประมาณหรือใช้งบประมาณร่วมกับหน่วยงานอื่นในการจัดทำโครงการมีการติดต่อกับหน่วยงานอื่น ในการถ่ายโอนงบประมาณหรือใช้งบประมาณร่วมกับหน่วยงานอื่น ทั้งภาครัฐ และเอกชน ในการจัดทำโครงการแต่ละครั้งเมื่อหน่วยงานอื่นมีการร้องขอหรือองค์กรปกครองส่วนท้องถิ่นเองเป็นฝ่ายร้องขอ เพราะการจัดทำโครงการในแต่ละโครงการนั้นย่อมต้องหน่วยงานอื่นเข้ามามีส่วนร่วมในการตรวจสอบคุณภาพของการจัดทำโครงการด้านการเปิดให้ประชาชนได้แสดงความคิดเห็น หรือร้องเรียนมีการเปิดโอกาสให้ประชาชนแสดงความคิดเห็นหรือร้องเรียน โดยจะมีกล่องแสดงความคิดเห็นติดอยู่ที่หน้าสำนักงานประชาชนสามารถเขียนจดหมายร้องเรียนได้ ด้านหลักการสอบถามความคิดเห็นของประชาชนเพื่อนำไปจัดทำแผนให้สอดคล้องกับความต้องการของประชาชนการออกประชาคมหมู่บ้านเพื่อรับรู้ความต้องการของประชาชน เช่น การลงพื้นที่สอบถามรายบุคคล การรับฟังปัญหาและข้อเสนอแนะในที่ประชุมตัวแทนด้านหลักการเปิดโอกาส หรือส่งเสริมให้ประชาชนได้มีส่วนร่วมในการบริหารงานขององค์กรประชาชนมีส่วนร่วมในการปกครองท้องถิ่นของตนเอง โดยมีการเสนอการถอดถอนผู้บริหารขององค์กรปกครองส่วนท้องถิ่นการให้เข้าร่วมแสดงความคิดเห็นในเรื่องของการจัดกิจกรรม และการจัดโครงการสาธารณะส่วนต่างๆการเปิดโอกาสให้นักเรียน นักศึกษา ได้เข้าไปหาความรู้และประสบการณ์ได้ในช่วงปิดภาคเรียน
