ศูนย์ศึกษาการพัฒนาภูพานฯ เริ่มดำเนินการตั้งแต่พุทธศักราช ๒๕๒๗ โดยเพิ่มศึกษาค้นคว้าวิจัยทดลองงานพัฒนาการเกษตรที่เหมาะสมแก่ท้องถิ่น และนำออกเผยแพร่เป็นตัวอย่างให้ราษฎรนำไปปฏิบัติ เพื่อพัฒนาอาชีพ ฟื้นฟู และพัฒนาป่าไม้ การปลูกพืชเศรษฐกิจที่ให้ผลเพิ่มรายได้แก่เกษตรกร

การดำเนินงานของศูนย์ศึกษาการพัฒนาภูพานฯ นี้ มีหน่วยราชการและหน่วยงานที่เกี่ยวข้องหลายหน่วยร่วมรับผิดชอบ เช่น กรมชลประทาน กรมป่าไม้ กรมประมง กรมปศุสัตว์ กรมส่งเสริมการเกษตร กระทรวงสาธารณสุข กระทรวงมหาดไทย เป็นต้น
