ประวัติความเป็นมา
ในปีงบประมาณ 2553 สำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.) ได้ให้งบประมาณกับสถาบันพัฒนาวิสาหกิจขนาดกลางและขนาดย่อม (ISMED) เป็นผู้ดำเนินการสร้างคลัสเตอร์ผู้ประกอบการท่องเที่ยวเชิงการแพทย์โดยมีเป้าหมายในการรวมกลุ่มผู้ประกอบการที่เกี่ยวข้องทางการแพทย์ จากต้นน้ำถึงปลายน้ำและหน่วยงานที่เกี่ยวข้อง เช่น โรงพยาบาล คลินิกพิเศษต่างๆ แพทย์ พยาบาล เป็นหลักและผู้ประกอบการที่สนับสนุนในธุรกิจนี้ เช่น โรงแรม/สถานพักฟื้น ผู้ประกอบการท่องเที่ยว ผู้ประกอบการสปา ผู้ประกอบการแพทย์แผนไทย ผู้ประกอบการขนส่งผู้ป่วยและผู้ประกอบการล่ามแปลภาษาเป็นต้น ต่อมาในเดือนกุมภาพันธ์ 2553 ได้เกิดการรวมตัวกันของผู้ประกอบการทั้งต้นน้ำ ปลายน้ำตลอดจนองค์กรต่างๆ ที่จะให้การสนับสนุน โดยมีสมาชิกผู้ก่อตั้ง คลัสเตอร์เบื้องต้น ประกอบด้วยสมาคมผู้ประกอบการธุรกิจที่เกี่ยวข้องจำนวน 8 แห่ง และองค์กรภาครัฐ 4 หน่วยงาน
ผลที่เกิดจากโครงการปีงบประมาณ 2553
• เกิดคลัสเตอร์ที่มีการรวมตัวกันของภาคธุรกิจที่หลากหลายมากที่สุด อย่างที่ไม่เคยมีมาก่อนในเมืองไทย
• ผู้ประกอบการท่องเที่ยวเกิดความตื่นตัว และมากกว่า 40 รายตั้งใจจะทำตลาดอย่างจริงจัง
• องค์กรภาครัฐและภาคเอกชนเกิดความเข้าใจตรงกันว่าประเทศไทยมีสัดส่วนทางการตลาดสูงสุดในเอเชีย และจำเป็นต้องมีการพัฒนาผู้ประกอบการอย่างต่อเนื่อง
• ทุกฝ่ายมองเห็นภัยคุกคามที่จะเกิดขึ้นจากประเทศคู่แข่ง และตั้งเป้าหมายร่วมกัน ที่จะรักษาส่วนแบ่งการตลาดของไทยไว้ให้นานที่สุด

ในปีงบประมาณ 2554 ทางสำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.) ได้ให้งบประมาณต่อเนื่องกับสถาบันพัฒนาวิสาหกิจขนาดกลางและขนาดย่อม (ISMED) ให้ดำเนินการต่อเนื่องจากปีงบประมาณ 2553 เพื่อขยายกลุ่มคลัสเตอร์และส่งเสริมคลัสเตอร์ท่องเที่ยวเชิงการแพทย์ เพื่อเป็นศูนย์กลางการท่องเที่ยวของเอเซีย(ระยะที่ 2)
ในด้านการสร้างความเข้มแข็งของคลัสเตอร์ในปี 2554 ได้มีการเลือกตั้งกรรมการบริหารคลัสเตอร์ เพื่อดำเนินการพัฒนาองค์กรต่อจากคณะกรรมการก่อตั้งในปี 2553 และที่ประชุมมีมติเลือก พญ.ประภา วงศ์แพทย์ เป็นประธานบริหารคลัสเตอร์ในปี 2554 และได้แต่งตั้งคณะอนุกรรมการขึ้นอีก 6 คณะ เพื่อรับผิดชอบในการพัฒนาสมาชิกและพัฒนาตลาดในแต่ละด้าน รวมทั้งได้ มีมติให้จดทะเบียนกลุ่มคลัสเตอร์ขึ้นเป็น“สมาคมการท่องเที่ยวเชิงการแพทย์ไทย” เพื่อให้เป็นนิติบุคคลถูกต้องตามกฎหมายและขอรับการสนับสนุนจากภาครัฐได้อย่างเต็มที่



ต่อมาในการประชุมใหญ่วิสามัญ ครั้งที่ 1/2556 เมื่อวันศุกร์ที่ 15 มีนาคม 2556 ที่ประชุมสมาชิกสมาคมมีมติให้เปลี่ยนชื่อของสมาคมว่า “สมาคมการท่องเที่ยวเชิงการแพทย์และสุขภาพไทย” เขียนเป็นภาษาอังกฤษว่า “Thai Medical and Wellness Tourism Association” เรียกชื่อ(ย่อ) เป็นภาษาอังกฤษว่า “TMTA”

วัตถุประสงค์หลักของสมาคม (Core Purpose)
1. เพื่อส่งเสริมผู้ประกอบกิจการที่เกี่ยวกับการท่องเที่ยวเชิงการแพทย์
2. เพื่อสร้างความร่วมมือกับรัฐบาลในการส่งเสริมการค้า อุตสาหกรรม การเงินและการอื่นใดในทางเศรษฐกิจ
3. เพื่อสนับสนุนและช่วยเหลือสมาชิกในการแก้ไขอุปสรรค ข้อขัดข้องต่างๆรวมทั้งการเจรจาทำความตกลงกับบุคคลภายนอกเพื่อประโยชน์ร่วมในการประกอบกิจการและติดตามความเคลื่อนไหวของการตลาดการค้าทั้งภายในและภายนอกประเทศ
4. เพื่อส่งเสริมและสนับสนุนโฆษณาประชาสัมพันธ์การท่องเที่ยวเชิงการแพทย์ให้กับสมาชิกและเป็นฐานข้อมูลกลางในด้านธุรกิจการท่องเที่ยวเชิงการแพทย์ไทย
5. เพื่อส่งเสริมการพัฒนาคุณภาพและการผลิตเพื่อให้มีสินค้าที่เกี่ยวข้องกับการท่องเที่ยวเชิงการแพทย์เพียงพอแก่ความต้องการของตลาดทั้งภายในและภายนอกประเทศ
