การศึกษาวิจัยเรื่องการจัดทำแผนที่ภาษีและทะเบียนทรัพย์สินมาใช้ในพื้นที่องค์การบริหาร ส่วนตำบล ในอำเภอกรงปินัง จังหวัดยะลา มีวัตถุประสงค์ เพื่อ 1) ศึกษาการจัดทำแผนที่ภาษีและทะเบียนทรัพย์สิน มาใช้ในการจัดเก็บภาษีอากรในพื้นที่องค์การบริหารส่วนตำบล ในอำเภอกรงปินัง จังหวัดยะลา 2) ศึกษาปัญหาและอุปสรรคในการจัดทำแผนที่ภาษีและทะเบียนทรัพย์สิน ขององค์การบริหารส่วนตำบลในพื้นที่อำเภอกรงปินัง จังหวัดยะลา 3) เพื่อเสนอแนะแนวทาง ในการนำระบบแผนที่ภาษีและทะเบียนทรัพย์สิน มาใช้ในพื้นที่องค์การบริหารส่วนตำบล ในพื้นที่อำเภอกรงปินัง จังหวัดยะลา ประชากรและกลุ่มตัวอย่างที่ใช้ในการวิจัยคือ คณะผู้บริหาร สมาชิก และพนักงานขององค์การบริหารส่วนตำบล ในอำเภอกรงปินัง จำนวน 40 คน โดยใช้วิธีเจาะจง สถิติที่ใช้ในการวิจัย ได้แก่ ค่าร้อยละ ค่าความถี่ ค่าเฉลี่ย และ ค่าส่วนเบี่ยงเบนมาตรฐาน
ผลการศึกษาพบว่า
1) การจัดทำแผนที่ภาษีและทะเบียนทรัพย์สิน มาใช้ในการจัดเก็บภาษีอากรในพื้นที่องค์การบริหารส่วนตำบล ในอำเภอกรงปินัง จังหวัดยะลา ในภาพรวม พบว่า อยู่ในระดับปานกลาง ( =3.48) เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านปัจจัยสนับสนุน ( =3.65) รองลงมา คือ ด้านงบประมาณและสภาพภูมิศาสตร์ ( =3.55) และ ด้านที่มีค่าต่ำสุด คือ ด้านโครงสร้างและระบบงาน ( =3.25) ตามลำดับ
2) ปัญหาและอุปสรรคในการจัดทำแผนที่ภาษีและทะเบียนทรัพย์สิน ขององค์การบริหารส่วนตำบลในพื้นที่อำเภอกรงปินัง จังหวัดยะลา ที่ได้จากการวิจัย คือ การขาดแคลนงบประมาณในการจัดทำ คณะผู้บริหาร พนักงาน และสมาชิกสภา ขององค์การบริหารส่วนตำบล ให้ความสำคัญกับการพัฒนา ด้านโครงสร้างพื้นฐาน เช่น ทำถนน ไฟฟ้า ประปา มากกว่าการจัดทำโครงการแผนที่ภาษีฯ คณะผู้บริหาร พนักงานและสมาชิกสภา ขององค์การบริหารส่วนตำบล ขาดความรู้ ความเข้าใจ เกี่ยวกับการจัดทำแผนที่ภาษีและทะเบียนทรัพย์สิน โครงสร้างองค์กรและการจัดระบบงานด้านการจัดเก็บภาษีของ ขององค์การบริหารส่วนตำบล ไม่เชื่อต่อการจัดทำแผนที่ภาษี การจัดทำแผนที่ภาษีและทะเบียนทรัพย์สิน จะส่งผลกระทบต่อฐานเสียงทางการเมืองของฝ่ายการเมืองขององค์การบริหารส่วนตำบล
