ข้อ ๑๐ สำหรับถังเก็บผลิตภัณฑ์อื่นที่ไม่ใช่น้ำมัน หากจะนำมาใช้เป็นถังเก็บน้ำมันขนาดใหญ่
ต้องดำเนินการทดสอบและตรวจสอบให้เป็นไปตามประกาศนี้ ในกรณีที่ถังดังกล่าวได้มีการทดสอบ
และตรวจสอบตามประกาศนี้แล้ว ให้นำผลการทดสอบและตรวจสอบยื่นต่อกรมธุรกิจพลังงานเพื่อพิจารณา
ให้ความเห็นชอบก่อน เมื่อได้รับความเห็นชอบแล้วให้ถือว่าถังดังกล่าวได้ผ่านการทดสอบและตรวจสอบ
หมวด ๒
การทดสอบและตรวจสอบระบบท่อน้ำมันและอุปกรณ์ก่อนการใช้งาน
ข้อ ๑๑ ระบบท่อน้ำมันและอุปกรณ์ต้องได้รับการทดสอบ ดังต่อไปนี้
(๑) ทดสอบโดยรับแรงดันที่ความดันอย่างน้อย ๑.๕ เท่าของค่าความดันออกแบบ (design pressure)
และรักษาความดันไว้อย่างน้อยสามสิบนาที โดยไม่มีการรั่วไหล
(๒) ทดสอบการรับแรงดัน ให้ใช้น้ำเป็นตัวกลางในการทดสอบ (hydrostatic test) ในกรณี
ไม่สามารถใช้น้ำได้ ให้ใช้ก๊าซเฉื่อยแทนได้
(๓) ท่ออ่อน (flexible hose) ให้ทดสอบการรับแรงดัน โดยใช้น้ำที่ความดัน ๑.๕ เท่าของ
ความดันใช้งาน (working pressure) และรักษาความดันไว้อย่างน้อยสิบนาที
ข้อ ๑๒ ระบบท่อน้ำมันของถังเก็บน้ำมันขนาดใหญ่ตามแนวตั้ง ต้องทำการทดสอบและตรวจสอบ
ดังต่อไปนี้
(๑) วัสดุหรือชิ้นส่วนประกอบต่าง ๆ ของระบบท่อน้ำมันและอุปกรณ์ ต้องได้รับการตรวจพินิจว่า
อยู่ในสภาพดีและสามารถใช้งานได้โดยปลอดภัย
(๒) แนวเชื่อมต้องได้รับการตรวจสอบโดยการฉายรังสี (Radiographic Examination) แนวเชื่อม
รอบวงท่อ (Circumferential Welds) จำนวนไม่น้อยกว่าร้อยละ ๕ ของจำนวนแนวเชื่อมทั้งหมด
หรือโดยใช้คลื่นเสียงความถี่สูง (Ultrasonic Examination) แนวเชื่อมที่ไม่ผ่านเกณฑ์การตรวจสอบต้องได้รับ
การซ่อมและตรวจสอบอีกครั้งและต้องดำเนินการดังต่อไปนี้ด้วย
(ก) จะต้องสุ่มตัวอย่าง (การสุ่มครั้งที่สอง) แนวเชื่อมชนิดเดียวกันอีก ๒ แนวขึ้นมาทำ
การตรวจสอบแบบเดียวกัน ถ้าแนวเชื่อมที่ตรวจสอบใหม่นี้ผ่าน ให้ถือว่าแนวเชื่อมทั้งหมดผ่าน

ที่เหลือทั้งหมด
(ง) แนวเชื่อมใด ๆ ที่ตรวจสอบไม่ผ่าน ต้องได้รับการเชื่อมซ่อมและตรวจสอบด้วยเช่นเดียวกัน
