กระทรวงไอซีที เดินหน้า Data Center เร่งดึงต่างชาติย้ายฐานลงทุนเข้าไทย
นายพรชัย รุจิประภา รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) เปิดเผยถึงความคืบหน้าการดำเนินงานด้านรูปแบบธุรกิจและการลงทุนของศูนย์ข้อมูลในประเทศ (Data Center) ว่า ได้กำหนดแนวทางการจัดการศูนย์ข้อมูลภาครัฐ เพื่อให้ระบบงานภาครัฐอยู่ในศูนย์ข้อมูลที่มีมาตรฐานและมีความมั่นคงปลอดภัย โดยแบ่งตามความสำคัญของระบบงานและกำหนดผู้รับผิดชอบในการดำเนินการศูนย์ข้อมูลที่แตกต่างกัน 3 ประเภท ดังนี้ 1. ระบบข้อมูลด้านความมั่นคงของประเทศ เช่น กลาโหม การคลัง ทะเบียนราษฎร์ เป็นต้น ดำเนินการโดยหน่วยงานเจ้าของข้อมูล 2. ระบบข้อมูลสำคัญ เช่น ระบบภายในหน่วยงาน (เงินเดือน การประเมินผลงานพนักงาน) ทะเบียนพาณิชย์ สาธารณสุข ประกันสังคม เป็นต้น ดำเนินการโดยหน่วยงานกลาง และ 3. ระบบข้อมูลทั่วไป เช่น ระบบบริการประชาชน เว็บไซต์ภาครัฐ เป็นต้น ดำเนินการโดยภาคเอกชน

คณะทำงานศูนย์ข้อมูลในประเทศ ได้กำหนดแนวทางการจัดตั้งศูนย์ข้อมูลภาครัฐ โดยเปิดโอกาสให้ภาคเอกชนสามารถลงทุนสร้าง Data Center เพื่อให้บริการภาครัฐ ซึ่งคณะทำงานฯ ได้กำหนดรายละเอียดมาตรฐานศูนย์ข้อมูลสำหรับให้บริการภาครัฐ โดยมีสาระสำคัญ เช่น ต้องมีมาตรฐานในระดับ 3 (Tier III) ขึ้นไป มีพื้นที่สำหรับให้บริการศูนย์ข้อมูล ระหว่าง 2,000-3,000 ตารางเมตร และมีค่าประสิทธิผลการใช้ไฟฟ้าภายในศูนย์ข้อมูล (Power Usage Effectiveness : PUE) ไม่เกิน 1.9 เป็นต้น ทั้งนี้ เพื่อให้เกิดการใช้พลังงานอย่างมีประสิทธิภาพ มีคุณภาพในการให้บริการ และเป็นการส่งเสริมอุตสาหกรรมศูนย์ข้อมูลอีกด้วย
