ความเป็นมาของโครงการ
พระบาทสมเด็จพระเจ้าอยู่หัว และสมเด็จพระศรีนครินทราบรมราชชนนี มีพระราชดำริที่จะพระราชทานป่าไม้ให้กับปวงชนชาวไทย เนื่องในวโรกาสที่ พระบาทสมเด็จพระเจ้าอยู่หัว จะทรงครองราชย์ได้ 50 ปี เพื่อเป็นการฟื้นฟูสภาพแวดล้อมทางธรรมชาติ จึงมีพระราชดำริ เมื่อวันที่ 16 กรกฎาคม พ.ศ. 2536 ให้ ม.ร.ว.ดิศนัดดา ดิศกุล เลขาธิการมูลนิธิแม่ฟ้าหลวง และนายสุเมธ ตันติเวชกุล เลขาธิการคณะกรรมการพิเศษ เพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ โดยให้มูลนิธิชัยพัฒนาและมูลนิธิแม่ฟ้าหลวง ร่วมกันดำเนินการปลูกป่าเพื่อพระราชทานให้แก่ประชาชนชาวไทย โดยให้มีหน่วยงานต่างๆ อาทิ กรมป่าไม้ กรมชลประทาน และกรมพัฒนาที่ดิน เข้ามาร่วมดำเนินการ ส่วนการดำเนินงานโครงการฯ นั้น ระมัดระวังอย่าให้มีผลกระทบกับปัญหาที่ดินทำกินของชาวบ้าน และในพื้นที่โครงการปลูกป่า ให้ปลูกแฝกเสริมไปด้วย
พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินที่ศูนย์ศึกษาห้วยทราย เมื่อวันที่ 22 กรกฎาคม พ.ศ.2535 ในโอกาสนี้ อธิบดีกรมพัฒนาที่ดินได้กราบบังคมทูลขอพระราชทานพระราชดำริ ในการนำพื้นที่ดังกล่าวมาใช้ในการศึกษาข้อมูลเกี่ยวกับการพัฒนาหญ้าแฝก ได้ทรงมีพระราชดำริ ให้กรมป่าไม้ กรมชลประทาน และกรมพัฒนาที่ดิน ร่วมกันดำเนินการและได้มีพระราชดำริ เมื่อปี พ.ศ. 2535 ในเรื่องการสร้างอ่างเก็บน้ำห้วยไม้ตาย ซึ่งอยู่ในพื้นที่โครงการฯ นี้โดยให้พิจารณาพื้นที่ตอนบนด้วยว่า อาจสร้างอ่างเก็บน้ำขนาดเล็กๆ ได้ ต่อมามูลนิธิชัยพัฒนาและมูลนิธิแม่ฟ้าหลวง ได้พิจารณาเลือกพื้นที่โครงการจัดพัฒนาที่ดินฯ ส่วนดังกล่าวเป็นพื้นที่ปลูกป่าพระราชทาน โดยให้ชื่อว่า “โครงการปลูกป่าชัยพัฒนา-แม่ฟ้าหลวง”

วัตถุประสงค์
1. เพื่อการอนุรักษ์ พัฒนา ฟื้นฟูสภาพสิ่งแวดล้อมธรรมชาติ ทั้งในด้านป่าไม้ แหล่งน้ำ ดิน รวมทั้งสภาวะแวดล้อมอื่น ๆ ให้บังเกิดความสมบูรณ์แก่แผ่นดิน โดยการปลูกป่า และ จัดทำสวนพฤกษศาสตร์ควบคู่กับการอนุรักษ์ดินและน้ำ ฟื้นฟูคุณภาพดินโดยใช้หญ้าแฝก และ การจัดหาแหล่งน้ำ
2. เพื่อเสริมสร้างทัศนคติและความสำนึกรับผิดชอบที่ดีงามต่อประเทศชาติ ให้กับประชาชนในท้องถิ่น และให้ประชาชนมีส่วนร่วมในการพัฒนาตามโครงการให้มากที่สุด
3. เพื่อให้ประชาชนยากไร้ในพื้นที่สามารถหาประโยชน์จากป่าไม้ที่ปลูก
4. เพื่อนำผลงานการศึกษา ทดลอง จากศูนย์การศึกษาพัฒนาและโครงการต่าง ๆ ตามพระราชดำริมาขยายผล
5. เพื่อศึกษา วิจัย และพัฒนาเกี่ยวกับหญ้าแฝกตามพระราชดำริ






ผลประโยชน์
1.จะได้ให้มีพื้นที่ปลูกป่าที่เป็นรูปธรรมเพิ่มขึ้น และจะทำให้ประชาชนมีจิตสำนึกในการอนุรักษ์ป่าและธรรมชาติมากขึ้น และเป็นการแก้ไขปัญหาสิ่งแวดล้อมของประเทศชาติด้วย
2.ประชาชนที่บุกรุกทำลายป่า จะได้เห็นความสำคัญของป่าไม้ และมีความเป็นที่ดีขึ้น
3.จะได้รูปแบบการฟื้นฟูที่ดินเสื่อมโทรมโดยการปลูกป่า ผสมผสานกับการปลูกหญ้าแฝกเพื่อการอนุรักษ์ดินและน้ำ นำไปขยายผลในพื้นที่อื่น ๆ ที่มีสภาพคล้ายกันทั่วประเทศ
4.เป็นการฟื้นฟูทรัพยากรที่ดินให้เกิดประโยชน์อย่างถูกต้องเหมาะสม ทำให้สภาพแวดล้อมและระบบนิเวศน์ดีขึ้น
5.เป็นแหล่งศึกษาด้านพฤกษศาสตร์ ระบบนิเวศน์วิทยา การอนุรักษ์ดินและน้ำแก่เจ้าหน้าที่ของรัฐและประชาชนทั่วไป




ปัญหาอุปสรรค
จากการที่เกิดปัญหาไฟไหม้ลุกลามพื้นที่ของโครงการฯ บ่อยครั้ง นั้น สาเหตุเกิดจากสภาพแห้งแล้งภายในพื้นที่ ดินขาดความชุ่มชื้น โดยเฉพาะอย่างยิ่งปัญหาวัชพืชในแปลงปลูกป่า และสวนพฤกษศาสตร์มีวัชพืชขึ้นปกคลุมหนาแน่น เนื่องจากไม่มีงบประมาณในการกำจัดวัชพืช เมื่อถึงฤดูแล้ง วัชพืชเหล่านี้จะเป็นแหล่งเชื้อเพลิงอย่างดี ประกอบกับอัตรากำลังเจ้าหน้าที่มีน้อยไม่สามารถดูแลพื้นที่ได้ทั่วถึง

ข้อเสนอแนะ
