ในส่วนที่กำหนดไว้แล้วในระเบียบนี้หรือซึ่งขัด หรือแย้งกับระเบียบนี้ ให้ใช้ระเบียบนี้แทน
ข้อ 4. ให้ผู้อำนวยการกองนำร่อง รักษาการให้เป็นไปตามระเบียบนี้ และโดยความ เห็นชอบของอธิบดีกรมเจ้าท่า ให้มีอำนาจ
ออกระเบียบข้อกำหนด หรือหลักเกณฑ์ของกองนำร่องเพิ่มเติม เพื่อให้กิจการนำร่องดำเนินไปด้วยความเรียบร้อย
ปลอดภัยและเหมาะสมกับสภาพหรือสถานการณ์ที่เปลี่ยนแปลงโดยพิจารณาถึงแนวทางปฏิบัติของสมาคมนำร่องสากล
( IMPA ) ซึ่งประเทศไทยเป็นสมาชิกอยู่ และไม่เป็นการขัดระเบียบนี้
