มหาวิทยาลัยราชภัฏศรีสะเกษยกฐานะม

   มหาวิทยาลัยราชภัฏศรีสะเกษยกฐานะมาจาก "สถาบันราชภัฏศรีสะเกษ" ซึ่งก่อตั้งขึ้นในปี พ.ศ. 2540 บนที่ดินสารธารณประโยชน์โนนบักบ้า ตำบลโพธิ์ อำเภอเมืองศรีสะเกษ จังหวัดศรีสะเกษ มีเนื้อที่ประมาณ 525 ไร่ 2 งาน 32 ตารางวา ในเขตเทศบาลเมืองศรีสะเกษ เป็น 1 ใน 5 โครงการจัดตั้งสถาบันราชภัฏเพิ่มในระยะแรกของสำนักงานสภาสถาบันราชภัฏ สังกัดกระทรวงศึกษาธิการ ในระหว่างปีงบประมาณ พ.ศ. 2540 - 2542 โดยมติคณะรัฐมนตรี เมื่อวันที่ 29 เมษายน 2540 ซึ่งการจัดตั้งสถาบันราชภัฏศรีสะเกษอยู่ภายใต้ของกฏเกณฑ์ ของการจัดตั้งสถาบันราชภัฏใหม่ ดังนี้
1. เป็นจังหวัดที่มีประชากรมาก
2. เป็นจังหวัดที่มีจำนวนนักเรียนนักศึกษามาก โดยเฉพาะจำนวนนักเรียนที่สำเร็จการศึกษาในระดับมัธยมศึกษา
3. เป็นจังหวัดที่ขาดแคลนสถาบันอุดมศึกษา
4. เป็นจังหวัดทีมีศักยภาพสูงที่พัฒนาเป็นศูนย์กลางแห่งการท่องเที่ยวและอุตสาหกรรม
5. เป็นจังหวัดทีมีความพร้อมทั้งด้านที่ดินเพื่อการก่อสร้าง
