เป็นอุทยานแห่งชาติทางทะเลแห่งแรกของประเทศไทย มีชื่อเสียงทางด้านประวัติศาสตร์และความสวยงามของธรรมชาติ ตั้งอยู่ในทะเลอันดามัน ห่างจากตัวเมืองสตูลประมาณ 40 กิโลเมตร และห่างจากฝั่งที่ท่าเรือปากบารา 22 กิโลเมตร มีอาณาเขตทิศเหนือจดอุทยานแห่งชาติหมู่เกาะเภตรา ทิศใต้จดทะเลที่เป็นแนวพรมแดนระหว่างประเทศไทยและประเทศมาเลเซีย มีพื้นที่ทั้งเกาะและทะเลรวมกันประมาณ 1,490 ตารางกิโลเมตร ประกอบไปด้วยหมู่เกาะใหญ่น้อย จำนวน 51 เกาะ มีเกาะขนาดใหญ่ 7 เกาะ ได้แก่ เกาะตะรุเตา เกาะอาดัง เกาะราวี เกาะหลีเป๊ะ เกาะกลาง เกาะบาตวง และเกาะบิสสี แบ่งออกเป็น 2 หมู่เกาะใหญ่ คือหมู่.เกาะตะรุเตา และหมู่เกาะอาดัง-ราวี ได้รับการประกาศเป็นอุทยานแห่งชาติเมื่อวันที่ 19 เมษายน 2517 และ ได้รับยกย่องจากองค์การยูเนสโก ในปี พ.ศ. 2525 ให้เป็นอุทยานมรดกแห่งอาเซียน (ASEAN Heritage Parks and Reserves) ช่วงเวลาที่เหมาะสำหรับการเดินทางท่องเที่ยวอยู่ระหว่างเดือนพฤศจิกายน – เมษายน

นอกจากสภาพธรรมชาติที่อุดมสมบูรณ์แล้ว เกาะตะรุเตายังมีประวัติศาสตร์ที่น่าจดจำ โดยในปี พ.ศ. 2479 รัฐบาลมีนโยบายให้กรมราชทัณฑ์จัดหาสถานที่เพื่อจัดตั้งนิคมฝึกอาชีพ และเป็นสถานที่กักกันนักโทษ เกาะตะรุเตาซึ่งอยู่ห่างไกลจากฝั่ง เต็มไปด้วยปัจจัยทางธรรมชาติที่เป็นอุปสรรคต่อการหลบหนี ก็ได้ถูกกำหนดให้เป็นสถานที่จัดตั้งนิคมดังกล่าว มีการจัดสร้างอาคารที่ทำการ บ้านพักของผู้คุม เรือนนอนนักโทษ และโรงฝึกอาชีพขึ้นที่อ่าวตะโละวาว และอ่าว ตะโละอุดัง ในปี พ.ศ.2481 นักโทษชุดแรกจำนวน 500 คนก็ได้เดินทางมายังตะรุเตา และทยอยเข้ามาอีกเรื่อยๆ จนมีนักโทษเพิ่มขึ้นสูงสุดถึง 3,000 คน และในช่วงปี พ.ศ.2482 รัฐบาลได้ส่งนักโทษการเมือง 70 คน ซึ่งเป็นกลุ่มนักโทษจากเหตุการณ์กบฏบวรเดชและกบฏนายสิบ มากักบริเวณอยู่ที่อ่าวตะโละอุดัง
ในปี พ.ศ.2484 สงครามโลกครั้งที่ 2 ที่อุบัติขึ้นได้ส่งผลกระทบต่อนิคมฝึกอาชีพตะรุเตา เนื่องจากเกิดภาวะขาดแคลนอาหาร และยารักษาโรค นักโทษเจ็บป่วยล้มตายลงเป็นจำนวนมาก ผู้คุมและนักโทษจำนวนหนึ่งจึงได้ออกปล้นสะดมเรือสินค้าที่ผ่านไปมาในน่านน้ำบริเวณช่องแคบมะละกา จนทำให้เรือสินค้าไม่กล้าล่องเรือผ่านมาในบริเวณนั้น ในปี พ.ศ.2489 รัฐบาลอังกฤษซึ่งปกครองมลายูอยู่ในขณะนั้นได้ขออนุญาตจากรัฐบาลไทยในการส่งกองกำลังเข้าปราบปรามโจรสลัดตะรุเตาจนสำเร็จ ต่อมากรมราชทัณฑ์ได้ประกาศยกเลิกนิคมฝึกอาชีพตะรุเตา และหลังจากนั้นเกาะ ตะรุเตาก็ถูกทิ้งร้างเป็นเวลา 26 ปี จนกระทั่งวันที่ 19 เมษายน พ.ศ.2517 กรมป่าไม้ในขณะนั้น ได้ประกาศจัดตั้งอุทยานแห่งชาติตะรุเตาขึ้น โดยนับเป็นอุทยานแห่งชาติทางทะเลแห่งแรกของประเทศไทย
