คือหน่วยการปกครองท้องถิ่นจัด ตั้งตามพระราชบัญญัติสภาตำบลและองค์การบริหารส่วนตำบล พ.ศ.2537 แก้ไขเพิ่มเติม (ฉบับที่ 3) พ.ศ.2542 มีฐานะเป็นนิติบุคคล และเป็นราชการส่วนท้องถิ่น โดยราษฎรเลือกตั้งผู้แทนแต่ละหมู่บ้านเข้าไปเป็นสมาชิกสภา อบต. มีอำนาจหน้าที่ตัดสินใจในการบริหารงานของตำบลตามที่กฎหมายกำหนดไว้
อบต. มีความเป็นมาอย่างไร?
1. หลังจากมีพระราชบัญญัติสภาตำบลและองค์การบริหารส่วนตำบล พ.ศ.2537 มาบังคับใช้แล้วทำให้เกิดการเปลี่ยนแปลงฐานะขององค์การปกครองในระดับตำบลออกเป็น 2 รูปแบบ ได้แก่
(1) สภาพตำบล ให้มีฐานะเป็นนิติบุคคล และปัจจุบัน(2542)มีสภาพตำบลอยู่ทั่วประเทศ 217 ตำบล
(2) องค์การบริหารส่วนตำบล ให้มีฐานะเป็นนิติบุคคลและเป็นราชการส่วนท้องถิ่น ปัจจุบัน(2542) มีอยู่จำนวน 6,747 ตำบล
2. การกำเนิด "องค์การบริหารส่วนตำบล" (อบต.) เกิดจากการยกฐานะสภาตำลที่มีรายได้โดยไม่รวมเงินอุดหนุน ในปีงบประมาณที่ล่วงมาติดต่อกันสามปี เฉลี่ยไม่ต่ำกว่าปีละหนึ่งแสนห้าหมื่นบาท(หรือตามหลักเกณฑ์ที่กฎหมายกำหนด) ประกาศจัดตั้งเป็น อบต. (โดยให้ทำเป็นประกาศกระทรวงมหาดไทย และให้ประกาศในราชกิจจานุเบกษา และเขตองค์การบริหารส่วนตำบล
3. องค์การบริหารส่วนตำบล ที่ประกาศจัดตั้งแล้ว มีดังนี้
(1) ปี 2538 มีจำนวน 617 ตำบล
(2) ปี 2539 มีจำนวน 2,143 ตำบล
(3) ปี 2540 มีจำนวน 3,637 ตำบล
(4) ปี 2542 มีจำนวน 3,850 ตำบล
