ตามมติคณะรัฐมนตรีเมื่อวันที่ 7 ตุลาคม 2502 ให้กำหนดป่าเขาภูพานหรือที่เรียกกันโดยทั่วไปว่า “ป่าเขาชมภูพาน” จังหวัดสกลนคร และจังหวัดกาฬสินธุ์ และป่าอื่นๆ ในท้องที่จังหวัดต่างๆ รวม 14 ป่า เป็นอุทยานแห่งชาติเพื่ออนุรักษ์ทรัพยากรธรรมชาติเอาไว้เป็นการถาวรเพื่อ ประโยชน์ส่วนรวม กรมป่าไม้ได้เสนอจัดตั้งป่าภูพานเป็นอุทยานแห่งชาติ โดยได้มีประกาศคณะปฏิวัติ ฉบับที่ 244 ลงวันที่ 3 พฤศจิกายน 2515 กำหนดบริเวณที่ดินป่าภูพานในท้องที่ตำบลนาใน ตำบลไร่ ตำบลนาหัวบ่อ อำเภอพรรณานิคม ตำบลโคกภู ตำบลนาม่อง 
อำเภอกุดบาก และตำบลห้วยยาง ตำบลพังขว้าง อำเภอเมืองสกลนคร จังหวัดสกลนคร และตำบลแซงบาดาล อำเภอสมเด็จ จังหวัดกาฬสินธุ์ เนื้อที่ 418,125 ไร่ หรือ 669 ตารางกิโลเมตร เป็นอุทยานแห่งชาติ ซึ่งลงประกาศในราชกิจจานุเบกษา เล่ม 89 ตอนที่ 170 ลงวันที่ 13 พฤศจิกายน 2515 นับเป็นอุทยานแห่งชาติลำดับที่ 7 ของประเทศ
