วันช้างไทยเกิดจากการริเริ่มของคณะอนุกรรมการประสานงานการอนุรักษ์ช้างไทย ซึ่งเป็นหน่วยงานประสานงาน องค์การภาครัฐและเอกชนที่ทำงานเกี่ยวกับการอนุรักษ์ช้างไทยคณะกรรมการเอกลักษณ์ของชาติ สำนักเลขาธิการนายกรัฐมนตรี เนื่องจากเล็งเห็นว่าหากมีการสถาปนาวันช้างไทยขึ้น ก็จะช่วยให้ประชาชนคนไทย หันมาสนใจช้าง รักช้าง หวงแหนช้าง ตลอดจนให้ความสำคัญต่อการให้ความช่วยเหลืออนุรักษ์ช้างมากขึ้น
คณะอนุกรรมการฯ จึงได้พิจารณาหาวันที่เหมาะสม ซึ่งครั้งแรกได้พิจารณาเอาวันที่สมเด็จพระนเรศวรมหาราชทำยุทธหัตถี มีชัยชนะเหนือพระมหาอุปราชา แต่วันดังกล่าวถูกใช้เป็นวันกองทัพไทยไปแล้ว จึงได้พิจารณาวันอื่น และเห็นว่าวันที่ 13 มีนาคม ซึ่งเป็นวันที่คณะกรรมการคัดเลือกสัตว์ประจำชาติ มีมติให้ช้างเผือกเป็นสัญลักษณ์ของประเทศไทยนั้นมีความเหมาะสม จึงได้นำเสนอมติตามลำดับขั้นเข้าสู่คณะรัฐมนตรี โดยได้รับการสนับสนุนจากกระทรวงเกษตรและสหกรณ์อีกทางหนึ่ง ซึ่งคณะรัฐมนตรีได้มีมติเมื่อ วันที่ 26 พฤษภาคม 2541 เห็นชอบให้ วันที่ 13 มีนาคม เป็นวันช้างไทย และได้ประกาศสำนักนายกรัฐมนตรีลงในราชกิจจานุเบกษา เมื่อวันที่ 29 พฤษภาคม 2541
