ประชาชนเป็นผู้มีอํานาจในการปกครองประเทศแต่ในสภาพสังคมปัจจุบันยอมเป็นไปไม่ได้ที่ประชาชนทุกคนจะทําหน้าที่ปกครองประเทศพร้อมๆกัน จึงมีความจําเป็นต้องเลือกผู้แทนของตนเข้าไปทําหน้าที่แทนตน และประชาชนสามารถเปลี่ยนผู้แทนซึ่งใช้อํานาจแทนตนได้โดยเลือกผู้ที่ตนเห็นว่าประโยชน์แก่ส่วนรวมตามแนวทางที่ตนต้องการโดยพิจารณาจากนโยบายของผู้สมัครหรือพรรคของผู้สมัคร
