Toddler is one of the most dramatic increases in recent year has been in toddlers programs. In fact, center-base care for toddlers represents the fastest growing type of program today (Howes, 1987). The majority of children under age three are cared for in family child care homes or by a relative; however almost 14 percent of toddlers were in center-based toddler programs in the mid-1980s (Hofferth & Philliips, 1987). Across the country, child care centers have been converting part of their facilities to care for toddler, and many states have incorporated new sections in licensing standards to consider the special needs of this youngest segment of the population.
