๑. ความเป็นมาของโครงการ

เมื่อวันที่ ๑๖ กุมภาพันธ์ ๒๕๓๐ พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินไปยังห้วยลาน บ้านปง ตำบลออนใต้ อำเภอสันกำแพง จังหวัดเชียงใหม่ ได้ทรงวินิจฉัยความเหมาะสมของสถานที่ที่จะก่อสร้างอ่างเก็บน้ำ เพื่อส่งน้ำไปให้พื้นที่เพาะปลูกของราษฎรหมู่ที่ ๑ (บ้านป่าเหียง) หมู่ที่ ๒ (บ้านโฮ่ง) หมู่ที่ ๔(บ้านป่าแงะ) หมู่ที่ ๕ (บ้านริมออนใต้) หมู่ที่ ๖ (บ้านแม่ผาแหน) หมู่ที่ ๗ (บ้านป่าตึง) หมู่ที่ ๘ (บ้านปง) หมู่ที่ ๙ (บ้านป่าห้า) ตำบลออนใต้ และพื้นที่บางส่วนของตำบลแช่ช้าง อำเภอสันกำแพง จังหวัดเชียงใหม่ และทรงมีพระราชกระแสรับสั่ง "...ให้กรมประมงพิจารณาดำเนินการจัดตั้งสถานีประมงขนาดเล็ก และแพร่พันธุ์ปลาในอ่างเก็บน้ำห้วยลาน เพื่อเป็นการขยายพันธุ์ปลาและแจกจ่ายให้ราษฎรในหมู่บ้านบริเวณนี้ โดยพิจารณาจัดตั้งในรูปของกลุ่มผู้เลี้ยงปลา เพื่อประโยชน์ในการบริหารการจับปลาและเลี้ยงปลาเป็นอาชีพ..."

ต่อมาเมื่อวันที่ ๕ มีนาคม ๒๕๓๐ พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินไปยังโครงการอ่างเก็บน้ำแม่ผาแหน ตำบลออนใต้ อำเภอสันกำแพง จังหวัดเชียงใหม่ ในการเสด็จฯ ครั้งนี้ได้ทรงมีรับสั่งให้ดำเนินการพัฒนาพื้นที่ห้วยลาน โดยให้สำนักงานเร่งรัดพัฒนาชนบท กรมป่าไม้ และกรมประมง เป็นผู้รับผิดชอบตามแต่ลักษณะงาน และทรงมีพระราชกระแสรับสั่งถึงอ่างเก็บน้ำห้วยลาน ที่มีพระราชดำริไว้แล้ว เมื่อวันที่ ๑๖ กุมภาพันธ์ ๒๕๓๐ ความว่า "...โครงการอ่างเก็บน้ำห้วยลานมีความเหมาะสมมากที่จะดำเนินการทั้งในด้านการจัดหาน้ำให้แก่พื้นที่เพาะปลูก และในการจัดตั้งสถานีป่าไม้และสถานีประมงขนาดย่อยในพื้นที่นี้ และขอให้หน่วยงานที่เกี่ยวข้องได้หารือและกำหนดแผนงานให้สอดคล้องเกื้อกูลกันต่อไป ในเรื่องป่าไม้และประมงนั้นขอให้นำผลการทดลองของศูนย์ศึกษาการพัฒนาห้วยฮ้องไคร้ฯ มาดำเนินการ เพราะศูนย์ศึกษาพัฒนาห้วยฮ้องไคร้ฯ มีการดำเนินการในเรื่องของป่าไม้และการประมง และมีวัตถุประสงค์ที่จะขยายผลการทดลองที่เห็นว่าเหมาะสมแล้วให้เป็นประโยชน์แก่พื้นที่อื่นๆ ต่อไป..."

เมื่อวันที่ ๒๒ กุมภาพันธ์ ๒๕๓๒ พระบาทสมเด็จพระเจ้าอยู่หัว ทรงมีพระราชดำรัสว่า "...การจัดตั้งหน่วยผลิตพันธุ์ปลาขึ้น ณ ที่นี้ นับว่าเป็นการเหมาะสมซึ่งได้ใช้น้ำจากต้นน้ำโดยตรงในการดำเนินงาน และจะเป็นสถานที่อบรมการเลี้ยงปลาให้แก่ราษฎรในหมู่บ้านบริเวณนี้ ทั้งในรูปการจัดตั้งกลุ่มผู้เลี้ยงปลาและการบริหารการจับปลาที่ถูกต้อง โดยมีหน่วยผลิตพันธุ์ปลาให้การสนับสนุนพร้อมอยู่แล้ว โดยที่ราษฎรไม่ต้องดำเนินการเพาะขยายพันธุ์ปลาเอง เนื่องจากพื้นที่แห่งนี้อาจมีปริมาณน้ำไม่เพียงพอที่จะดำเนินการเพาะขยายพันธุ์ปลาของราษฎรเอง พร้อมกันนี้ขอให้ทางราชการนำผลการบริหารการจับปลาและการเลี้ยงปลาขยายไปยังพื้นที่อื่นๆต่อไป..."

๒. วัตถุประสงค์

๑. เพื่อเพิ่มผลผลิตสัตว์น้ำในแหล่งน้ำธรรมชาติ โดยการคัดเลือกพันธุ์สัตว์น้ำที่เหมาะสมกับสภาพพื้นที่ และภูมิประเทศ

๒. เพื่อส่งเสริมอาชีพการเลี้ยงสัตว์น้ำไว้บริโภคในครัวเรือน

๓. จัดการและบริหารแหล่งน้ำต่างๆ ที่มีอยู่ให้ได้ผลประโยชน์สูงสุด

๔. แนะนำให้เกษตรกรในหมู่บ้านได้รู้จักการบริหารการประมงอย่างถูกวิธี

๕. ส่งเสริมแนะนำให้เกษตรกรในพื้นที่โครงการที่รับน้ำได้รู้จักวิธีการเลี้ยงปลาที่ถูกหลักทางวิชาการ

๖. เพื่อเป็นแหล่งผลิตอาหารโปรตีนประเภทปลาให้แก่นักเรียนไว้บริโภคเป็นอาหารกลางวัน และเป็นศูนย์กลางในการเผยแพร่ความรู้ถ่ายทอดให้เกษตรกรในหมู่บ้าน รวมทั้งปลูกฝังและฝึกอบรมให้นักเรียนมีความรู้และประสบการณ์ในการเพาะเลี้ยงสัตว์น้ำ

๑. ผลิตพันธุ์สัตว์น้ำจำนวน ๑,๐๐๐,๐๐๐ ตัว

๒. ส่งเสริมและพัฒนาอาชีพการเพาะเลี้ยงสัตว์น้ำ จำนวน ๒๕๐ ราย

๓. เพิ่มผลผลิตการประมงในแหล่งน้ำ จำนวน ๓ แห่ง

๔. ประมงโรงเรียน จำนวน ๓ แห่ง
