“เราพยายามที่จะต่อสู้เพื่อให้มีการเปลี่ยนแปลงโครงสร้างการจัดการขยะในทุกๆ พื้นที่ ไม่ใช่แค่ที่บ่อวิน ตอนนี้เราได้ออกไปสำรวจบ่อขยะในพื้นที่ต่างๆ เราห่วงบ่อวินแล้วเราก็ห่วงที่อื่นด้วย เพราะรู้เลยว่าถึงแม้จะขยายที่บ่อวินไม่ได้ เขาก็ต้องไปขยายที่อื่น เพราะฉะนั้นเราต้องเร่งเข้าไปเปลี่ยนแปลงโครงสร้างการจัดการขยะของประเทศ”

ในเวลาต่อมาทิวาได้ลงพื้นที่สำรวจจุดลักลอบทิ้งขยะอุตสาหกรรมทั่วประเทศกว่า 15 จังหวัด โดยได้รับการสนับสนุนจาก มูลนิธิสาธารณสุขแห่งชาติ และสำนักผู้ตรวจการแผ่นดิน เพื่อเก็บข้อมูลสำหรับนำไปพัฒนาเป็นข้อเสนอเชิงนโยบายร่วมกับคณะทำงานในโครงการสำรวจพื้นที่ที่ได้รับผลกระทบจากขยะอุตสาหกรรม โดยมีเป้าหมายสำคัญคือผลักดันให้เกิดนโยบายการจัดการขยะอุตสาหกรรมที่ดีในอนาคต

ประเด็นสำคัญที่ทิวาพบระหว่างการเดินทางไปสำรวจก็คือ ไม่ใช่ทุกที่ ที่ชุมชนจะมีความเข้มแข็งและกล้าหาญในการลุกขึ้นมาต่อสู้กับปัญหาขยะเหมือนเช่นที่บ่อวิน

และจากการเก็บข้อมูลทิวาและคณะทำงานโครงการฯ สรุปข้อมูลได้ว่า การที่จะทำให้เกิดโครงสร้างการจัดการปัญหาขยะอุตสาหกรรมระดับประเทศที่ดี ต้องมีการจัดการ 2 ข้อหลัก คือ 1.) การจัดสรรบ่อขยะฝังกลบ 1 บ่อ ต่อ 1 นิคมอุตสาหกรรม และ 2.) การให้รัฐจัดสรรที่ดินแปลงใหญ่ไว้รองรับขยะของโรงงานที่อยู่นอกนิคมอุตสาหกรรม

ข้อเสนอดังกล่าวเกิดขึ้นเมื่อปี 2557 และในปัจจุบันมีความคืบหน้าในการจัดการที่ตรงตามข้อเสนอเพียงน้อยนิด โดยทิวาเล่าว่า การจัดสรรบ่อขยะฝังกลบ 1 บ่อ ต่อ 1 นิคมอุตสาหกรรม ยังไม่มีการผลักดันที่จริงจัง แต่มีการพูดถึงการจัดสรรบ่อขยะในย่านต่างๆ ส่วนการให้รัฐจัดสรรที่ดินแปลงใหญ่ไว้รองรับขยะของโรงงานที่อยู่นอกนิคม รัฐบาลได้มีโครงการสร้างโรงไฟฟ้าขยะเพื่อแปลงขยะให้เป็นพลังงาน แต่ชาวบ้านในหลายพื้นที่ไม่ยอมรับแนวคิดนี้ จึงมีการรวมตัวกันเพื่อประท้วงอย่างต่อเนื่องที่เห็นกันอยู่บ่อยๆ
ดร.สมนึก จงมีวศิน นักวิชาการอิสระ หนึ่งในคณะทำงานโครงการสำรวจพื้นที่ที่ได้รับผลกระทบจากขยะอุตสาหกรรมที่ทำงานร่วมกับทิวา และตัวแทนเครือข่ายประชาชนศึกษาและติดตามปัญหาขยะ ได้เล่าเสริมถึงประเด็นการจัดการขยะแห่งชาติว่า

เดิมทีรัฐบาลจากคณะรักษาความมั่นคงแห่งชาติ (คสช.) ได้มีแนวคิดที่จะนำขยะไปเผา เหมือนเช่นที่ได้มีการศึกษากรณีตัวอย่างในประเทศต่างๆ เช่น สวีเดน เดนมาร์ก และญี่ปุ่น แต่ประเทศเหล่านั้นมีกฎหมายและกระบวนการคัดแยกขยะอย่างจริงจัง อีกทั้งยังมีเกณฑ์ในการเลือกขยะที่จะนำเข้ามาเผา แต่
ประเทศไทยเรายังไม่มีการคัดแยกขยะที่ได้มาตรฐาน กรมควบคุมมลพิษจึงได้เปลี่ยนวิธีการ เป็นการนำขยะไปทำเป็น RDF (แท่งเชื้อเพลิง)

แนวทางการแก้ไขปัญหา นักวิชาการ ภาคประชาชน และภาคประชาสังคม ได้มีความเห็นต่อเรื่องนี้ว่า ควรมีการแก้ไขปัญหาในระยะยาวเพื่อให้เกิดการจัดการขยะอย่างยั่งยืน เช่น การกำหนดให้โรงไฟฟ้าขยะทุกขนาดต้องจัดทำรายงาน EIA การรณรงค์ให้เกิดการคัดแยกขยะ และการติดตามการจัดการกับไดออกซิน ส่วนการแก้ไขปัญหาระยะเร่งด่วนที่ต้องทำคือ การคัดค้านการลดมาตรการทางด้านสิ่งแวดล้อมที่ไม่คุ้มครองทั้งสิ่งแวดล้อมและสุขภาพของผู้คน ในประกาศของกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม
