วิเคราะห์ (ร่าง) แผนยุทธศาสตร์พัฒนาเกษตรอินทรีย์ไทย 2556-59

สืบเนื่องจากที่คณะกรรมการพัฒนาเกษตรอินทรีย์แห่งชาติได้แต่งตั้งคณะอนุกรรมการจัดทำยุทธศาสตร์การพัฒนาเกษตรอินทรีย์แห่งชาติ พ.ศ. 2556 - 2559 เมื่อวันที่ 5 ตุลาคมที่ผ่านมา คณะอนุกรรมการฯ ซึ่งมีปลัดกระทรวงเกษตรและสหกรณ์เป็นประธาน ได้จัดประชุมพิจารณาร่างยุทธศาสตร์การพัฒนาเกษตรอินทรีย์แห่งชาติ พ.ศ. 2556 - 2559 ที่จัดเตรียมโดยสำนักงานเศรษฐกิจการเกษตร เมื่อวันที่ 20 ธันวาคมที่ผ่านมา โดยในเอกสารร่างยุทธศาสตร์ได้มีรายละเอียดที่น่าสนใจโดยสรุปได้ดังนี้
วิสัยทัศน์ของแผนยุทธศาสตร์คือการพัฒนาให้ประเทศไทยเป็น "ศูนย์กลางการผลิต การค้า และการบริโภคสินค้าเกษตรอินทรีย์ในระดับภูมิภาคอาเซียน" ซึ่งมีเป้าหมายหลักในการเพิ่มปริมาณสินค้าเกษตรอินทรีย์ 5% ต่อปี เพิ่มมูลค่าสินค้า 10% ต่อปี และสร้างมาตรฐานให้เป็นที่ยอมรับไม่น้อยกว่า 8 ชนิดสินค้า ซึ่งยุทธศาสตร์การพัฒนาประกอบด้วย 4 ยุทธศาสตร์ คือ (ก) การบริหารจัดการองค์ความรู้และนวัตกรรม (ข) การพัฒนาการผลิตเกษตรอินทรีย์ตลอดห่วงโซ่อุปทาน (ค) การสร้างความเข้มแข็งด้านการตลาดและมาตรฐานเกษตรอินทรีย์ไทย และ (ง) การบูรณาการเพื่อขับเคลื่อนเกษตรอินทรีย์ไทย
ในยุทธศาสตร์แรกเรื่ององค์ความรู้และนวัตกรรม มีกลยุทธ์ 4 ด้าน คือ (1) สนับสนุนการวิจัยและพัฒนาองค์ความรู้เกษตรอินทรีย์พื้นบ้านและเกษตรอินทรีย์พาณิชย์ (2) ส่งเสริมการถ่ายทอดความรู้ให้ผู้เกี่ยวข้อง (3) เสริมสร้างนวัตกรรมผลิตภัณฑ์ พัฒนาเทคโนโลยีและการผลิต และ (4) สนับสนุนการศึกษาและวิจัยสารอาหารที่มีคุณค่าต่อคุณภาพชีวิตของผู้บริโภค
ยุทธศาสตร์การพัฒนาห่วงโซ่อุปทานมีกลยุทธ์ 5 ด้าน คือ (1) พัฒนาโครงสร้างพื้นฐาน (2) ส่งเสริมและสนับสนุนเครือข่ายการผลิต แปรรูป และตลาด (3) เสริมสร้างสภาพแวดล้อมที่เอื้อต่อการผลิตเกษตรอินทรีย์ (4) ส่งเสริมเกษตรกรและผู้เกี่ยวข้องให้เกิดความตระหนักในการปรับเปลี่ยนการผลิต และ (5) ส่งเสริมและเปลี่ยนแปลงทัศนคติของผู้บริโภคในประเทศ เพื่อเพิ่มการบริโภคสินค้าเกษตรอินทรีย์
