จากการตื่นตัวในวิกฤติการณ์ด้านสิ่งแวดล้อมของโลก อันประกอบด้วยวิกฤตการณ์ด้านต่างๆ เช่น การขาดแคลนอาหาร วิกฤตการณ์ด้านพลังงาน อัตราการเพิ่มของประชากรที่สูงมาก รวมทั้งปัญหาด้านสิ่งแวดล้อมเป็นพิษ ซึ่งเป็นผลกระทบกับคนทั่วโลก องค์การสหประชาชาติจึงได้จัดประชุมที่เรียกว่า "การประชุมสหประชาชาติเรื่องสิ่งแวดล้อมของมนุษย์" (UN Conferenceonthe Human Environment) ที่กรุงสต๊อกโฮล์ม ประเทศสวีเดน ระหว่างวันที่ 5 - 16 มิถุนายน 2515 โดยใช้เวลาเตรียมการประชุมครั้งนี้ถึง 3 ปี เพื่อจัดทำร่างข้อเสนอต่าง ๆรวมทั้งแผนการดำเนินการและปฏิญญาว่าด้วยสิ่งแวดล้อมของมนุษย์

ในการประชุมครั้งนี้มีผู้เข้าร่วมประชุมถึง 1,200 คน จาก 113 ประเทศ นอกจากนั้นยังมีผู้สังเกตการณ์กว่า 1,500 คน จากหน่วยงานรัฐ องค์กรเอกชน สื่อมวลชนแขนงต่างๆ พร้อมทั้งตัวแทนเยาวชนและกลุ่มนักศึกษาจากทั่วโลก ซึ่งผลการประชุมนับว่าประสบผลสำเร็จอย่างงดงาม เพราะเป็นครั้งแรกที่ประเทศต่างๆ ทั่วโลกได้หันหน้าเข้าหากันเพื่อร่วมขจัดภัยอันตรายด้านสิ่งแวดล้อม โดยองค์การสหประชาชาติได้จัดตั้ง โครงการสิ่งแวดล้อมสหประชาชาติ (UNEP : United Nation Environment Programme) ขึ้น ซึ่งรัฐบาลประเทศต่างๆ ก็ได้รับข้อตกลงจากการประชุมคราวนั้นและจัดตั้งหน่วยงานด้านสิ่งแวดล้อมขึ้นในประเทศของตน

ดังนั้น เพื่อเป็นการระลึกถึงจุดเริ่มต้นของการร่วมมือระหว่างชาติทั่วโลกในด้านสิ่งแวดล้อม เมื่อวันที่ 5 มิถุนายน 2515 อันเป็นวันเริ่มการประชุมครั้งยิ่งใหญ่นี้ องค์การสหประชาชาติจึงได้รับประกาศให้ วันที่ 5 มิถุนายน ของทุกปีเป็น วันสิ่งแวดล้อมโลก (World Environment Day)

สำหรับปี 2551 ได้กำหนดประเด็นในการรณรงค์เรื่องการลดปริมาณคาร์บอนไดออกไซด์ ซึ่งเป็นก๊าซเรือนกระจกและเป็นสาเหตุหนึ่งของการเกิดภาวะโลกร้อน จากวิถีการดำรงชีวิตประจำวัน โดยมีคำขวัญภาษาอังกฤษว่า "CO2, Kick the Habit! Towards a Low Carbon Economy" และภาษาไทยใช้คำว่า "ลดวิกฤตโลกร้อน : เปลี่ยนพฤติกรรม ปรับแนวคิด สู่เศรษฐกิจคาร์บอนต่ำ" ประกอบกับรัฐบาลได้กำหนดให้มีการรณรงค์ในเรื่องการผลิตและการบริโภคที่เป็นมิตรกับสิ่งแวดล้อม ซึ่งสอดคล้องกับแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 10
