จากความก้าวหน้าทางเศรษฐกิจในภูมิภาค ในช่วงการประชุมสุดยอดผู้นำอาเซียน ครั้งที่ 13 ปี 2007 ณ ประเทศสิงคโปร์ ผู้นำอาเซียนได้เห็นชอบที่จะให้เร่งการจัดตั้งประชาคมเศรษฐกิจอาเซียนจากปี 2020 เป็นปี 2015 โดยได้ร่วมลงนามในแผนการดำเนินงานไปสู่การจัดตั้งประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community Blueprint – AEC Blueprint)
ในช่วงการประชุมสุดยอดผู้นำอาเซียน ครั้งที่ 13 ที่สิงคโปร์ ผู้นำอาเซียนยังได้ให้การรับรองกฎบัตรอาเซียน (ASEAN Charter) ซึ่งมีวัตถุประสงค์เพื่อจัดตั้งกรอบทางสถาบันและกฎหมายสำหรับอาเซียนในการเป็นองค์กรระหว่างประเทศชั้นนำในภูมิภาค โดยกฎบัตรอาเซียนจะมีผลบังคับใช้หลังประเทศสมาชิกทุกประเทศให้สัตยาบัน
