พืชสมุนไพร เป็นผลผลิตจากธรรมชาติ ที่มนุษย์รู้จักนำมาใช้เป็นประโยชน์ เพื่อการรักษาโรคภัยไข้เจ็บตั้งแต่โบราณกาลแล้ว เช่นในเอเชียก็มีหลักฐานแสดงว่ามนุษย์รู้จักใช้พืชสมุนไพรมากว่า 6,000 ปี แต่หลังจากที่ความรู้ด้านวิทยาศาสตร์ มีการพัฒนาเจริญก้าวหน้ามากขึ้น มีการสังเคราะห์ และผลิตยาจากสารเคมี ในรูปที่ใช้ประโยชน์ได้ง่าย สะดวกสบายในการใช้มากกว่าสมุนไพร ทำให้ความนิยมใช้ยาสมุนไพรลดลงมาเป็นอันมาก เป็นเหตุให้ความรู้วิทยาการด้านสมุนไพรขาดการพัฒนา ไม่เจริญก้าวหน้าเท่าที่ควร ในปัจจุบันทั่วโลกได้ยอมรับแล้วว่าผลที่ได้จากการสกัดสมุนไพร ให้คุณประโยชน์ดีกว่ายา ที่ได้จากการสังเคราะห์ทางวิทยาศาสตร์ประกอบกับในประเทศไทยเป็นแหล่งทรัพยากรธรรมชาติ อันอุดมสมบูรณ์ มีพืชต่าง ๆ ที่ใช้เป็นสมุนไพรได้อย่างมากมายนับหมื่นชนิด ยังขาดก็แต่เพียงการค้นคว้าวิจัยในทางที่เป็นวิทยาศาสตร์มากขึ้นเท่านั้น ความตื่นตัวที่จะพัฒนาความรู้ด้านพืชสมุนไพร จึงเริ่มขึ้นอีกครั้งหนึ่ง มีการเริ่มต้นนโยบายสาธารณสุขขั้นมูลฐานอย่างเป็นทางการของประเทศไทยในปี พ.ศ. 2522 โดยเพิ่มโครงการสาธารณสุขขั้นมูลฐานเข้าในแผนพัฒนาการสาธารณสุข ตามแผนพัฒนา การเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 4 (พ.ศ. 2520-2524) ต่อเนื่องจนถึงแผนพัฒนาการเศรษฐกิจ และสังคมแห่งชาติ ฉบับที่ 7 (พ.ศ. 2535-2539) โดยมี กลวิธีการพัฒนาสมุนไพรและการแพทย์แผนไทยในงานสาธารณสุขมูลฐาน คือ
(1) สนับสนุนและพัฒนาวิชาการและเทคโนโลยีพื้นบ้านอันได้แก่ การแพทย์แผนไทย เภสัช กรรมแผนไทย การนวดไทย สมุนไพร และเทคโนโลยีพื้นบ้าน เพื่อใช้ประโยชน์ในการแก้ไขปัญหา สุขภาพของชุมชน
(2) สนับสนุนและส่งเสริมการดูแลรักษาสุขภาพของตนเอง โดยใช้ สมุนไพร การแพทย์พื้นบ้าน การนวดไทย ในระดับบุคคล ครอบครัว และชุมชน ให้เป็นไปอย่างถูกต้องเป็นระบบสามารถปรับประสานการดูแลสุขภาพแผนปัจจุบันได้ อาจกล่าวได้ว่าสมุนไพรสำหรับสาธารณสุขมูลฐานคือสมุนไพรที่ใช้ในการส่งเสริมสุขภาพ และการรักษาโรค/อาการเจ็บป่วยเบื้องต้น เพื่อให้ประชาชนสามารถพึ่งตนเองได้มากขึ้น
