ทิศทางการศึกษาของไทยในบริบทประชาคมอาเซียน

การเกิดขึ้นของประชาคมอาเซียน หรือสมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (Association of South East Asian Nations : ASEAN) เป็นองค์กรระหว่างประเทศระดับภูมิภาคเอเชียตะวันออกเฉียงใต้นั้นประกอบด้วย 3 เสาหลัก
คือ
1) ประชาคมการเมืองความมั่นคงอาเซียน (ASEAN Political-Security Community หรือ APSC) ความมั่นคงและเสถียรภาพทางการเมืองเป็นพื้นฐานสำคัญในการพัฒนาด้านอื่นๆประชาคมการเมืองและความมั่นคงอาเซียนจึงเป็นเสาหลักความร่วมมือ 1 ใน 3 เสาหลัก ที่เน้นการรวมตัวของอาเซียนเพื่อสร้างความมั่นใจเสถียรภาพ และสันติภาพในภูมิภาค เพื่อให้ประชาชนในอาเซียนอยู่ร่วมกันอย่างสันติสุข และปราศจากภัยคุกคามด้านการทหาร และภัยคุกคามในรูปแบบใหม่ เช่น ปัญหายาเสพติด และปัญหาอาชญากรรมข้ามชาติ
2) ประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community หรือ AEC) ท่ามกลางบริบททางเศรษฐกิจ การค้าและการลงทุนระหว่างประเทศที่มีการแข่งขันสูง อันส่งผลให้ประเทศต่างๆ ต้องปรับตัวเองเพื่อให้ได้รับประโยชน์จากระบบเศรษฐกิจโลก รวมถึงการรวมกลุ่มการค้ากันของประเทศต่างๆ อาทิ สหภาพยุโรป และเขตการค้าเสรีอเมริกาเหนือ
3) ประชาคมสังคมและวัฒนธรรมอาเซียน (ASEAN Socio-Cultural Community หรือ ASCC) มีเป้าหมายให้อาเซียนเป็นประชาคมที่มีประชาชนเป็นศูนย์กลาง สังคมที่เอื้ออาทรและแบ่งปัน ประชากรอาเซียนมีสภาพความเป็นอยู่ที่ดีและมีการพัฒนาในทุกด้านเพื่อยกระดับคุณภาพชีวิตของประชาชน ส่งเสริมการใช้ทรัพยากรธรรมชาติอย่างยั่งยืน รวมทั้งส่งเสริมอัตลักษณ์ของอาเซียน โดยมีแผนปฏิบัติการด้านสังคมและวัฒนธรรมอาเซียน ระบุอยู่ในแผนปฏิบัติการเวียงจันทน์ ซึ่งประกอบด้วย ความร่วมมือใน 6 ด้าน ได้แก่ การพัฒนามนุษย์ (Human Development) การคุ้มครองและสวัสดิการสังคม (Social Welfare and Protection) สิทธิและความยุติธรรมทางสังคม (Social Justice and Rights) ความยั่งยืนด้านสิ่งแวดล้อม (Environmental Sustainability) การสร้างอัตลักษณ์อาเซียน (Building and ASEAN Identity) การลดช่องว่างทางการพัฒนา (Narrowing the Development Gap)
