ศูนย์พัฒนาพันธุ์พืชจักรพันธ์เพ็ญศิริ มีแผนงานที่จะพัฒนาพันธุ์พืชอาหารที่มีความจำเป็นต่อการดำรงชีพในชีวิตประจำวัน เพื่อให้เกษตรกรมีพันธุ์พืชที่ดี แม้ไม่ใช่พันธุ์ที่ดีที่สุดในเชิงเศรษฐกิจ แต่จะเป็นพันธุ์ที่ดีพอ สามารถสร้างผลผลิตที่มีคุณภาพให้แก่ครัวเรือน สร้างความแข็งแรงมั่นคงให้เกิดขึ้นกับตนเองและครอบครัวได้อย่างยั่งยืน

 สำนักงานมูลนิธิชัยพัฒนาและมูลนิธิแม่ฟ้าหลวง ได้พิจารณาแล้วมีความเห็นร่วมกันว่า สมควรสร้างศูนย์ดังกล่าวในบริเวณที่ดินราชพัสดุ ทะเบียนที่ อชร 1 อำเภอแม่สาย จังหวัดเชียงราย พื้นที่ 135 ไร่ 1 งาน 10.3 ตารางวา ซึ่งกรมธนารักษ์ได้น้อมเกล้าฯ ถวายสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เพื่อทรงใช้ประโยชน์ในกิจกรรมของมูลนิธิชัยพัฒนา
ในระยะแรก สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ทรงพระกรุณาโปรดเกล้าฯให้มหาวิทยาลัยเทคโนโลยีราชมงคลล้านนา เข้าร่วมดำเนินกิจกรรมด้านพืชกับศูนย์พัฒนาพันธุ์พืชฯ

มูลนิธิชัยพัฒนา มูลนิธิแม่ฟ้าหลวง และมหาวิทยาลัยเทคโนโลยีราชมงคลล้านนา ได้ร่วมกันรวบรวมพันธุ์พืชอาหารพื้นบ้าน เพื่อที่จะคัดเลือกพันธุ์ที่ดีเผยแพร่แก่เกษตรกร เพื่อให้เกษตรกรได้มีพันธุ์พืชที่มีคุณภาพดีพอสมควร มีความต้านทานโรคดีพอสมควร ให้ผลผลิตดีพอสมควร เพื่อให้เกษตรกรนำพันธุ์ไปขยาย หรือปลูกเองได้ในอนาคต
