ท่ามกลางการแข่งขันทางเศรษฐกิจอย่างมากในเวทีโลก กระตุ้นให้กลุ่มอาเซียนต้องเร่งกระชับความร่วมมือให้เหนียวแน่นยิ่งขึ้น ในที่สุดผู้นำอาเซียนออกแถลงการณ์ Bali Accord II ณ เกาะบาหลี ประเทศอินโดนีเซีย เมื่อปลายปีที่ผ่านมา ประกาศจัดตั้ง “ประชาคมเศรษฐกิจอาเซียน” (ASEAN Economic Community : AEC) ในปี 2563 (ค.ศ.2020) โดยมีวัตถุประสงค์เพื่อเสริมสร้างความร่วมมือทางเศรษฐกิจของอาเซียนที่ได้ดำเนินการอยู่แล้วให้ลึกและกว้างขึ้น ซึ่งจะดำเนินการไปพร้อมๆ กับเป้าหมายอีก 2 ด้าน ได้แก่ การเป็นประชาคมแห่งความมั่นคง (ASEAN Security Community : ASC) และประชาคมทางสังคมและวัฒนธรรม (ASEAN Socio-Cultural Community : ASCC) เพื่อมุ่งหวังให้อาเซียนเป็นประชาคมเดียวกันอย่างสมบูรณ์แบบทั้งด้านเศรษฐกิจ การเมือง สังคมและวัฒนธรรม ซึ่งสอดคล้องกับ “วิสัยทัศน์ของอาเซียนปี ค.ศ. 2020” (ASEAN Vision 2020) ที่ผู้นำอาเซียนได้ประกาศจุดยืนร่วมกันในการผลักดันให้อาเซียนเป็นหุ้นส่วนในการพัฒนาอย่างไม่หยุดยั้ง (Partnership in Dynamic Development) ภายในปี ค.ศ.2020
ประชาคมเศรษฐกิจอาเซียน (AEC) เป็นเป้าหมายล่าสุดทางเศรษฐกิจที่ ทำให้อาเซียนมีตลาดและฐานการผลิตร่วมกัน โดยจะเปิดเสรีทั้งการเคลื่อนย้ายสินค้า บริการ การลงทุน และแรงงานที่มีทักษะ รวมทั้งมีการเคลื่อนย้ายเงินทุนที่เสรีขึ้น นับว่าเป็นรูปแบบของการรวมกลุ่มเศรษฐกิจทางภูมิภาค (Regional Economic Integration) ที่ก้าวหน้ามากที่สุดในภูมิภาคเอเชีย อย่างไรก็ตาม การรวมกลุ่มในลักษณะประชาคมเศรษฐกิจอาเซียนยังไม่ได้ก้าวไปถึงขั้นการเป็นสหภาพทางเศรษฐกิจ (Economic Union) ดังเช่นสหภาพยุโรป (European Union : EU) ซึ่งมีการใช้เงินสกุลเดียวกัน ควบคู่กับการเปิดเสรีการค้า การบริการ การลงทุน และการเคลื่อนย้ายปัจจัยการผลิต พร้อมทั้งปรับนโยบายเศรษฐกิจการเงินและการคลังของประเทศสมาชิกในสหภาพยุโรปให้ประสานสอดคล้องกันด้วย
การดำเนินการเพื่อไปสู่เป้าหมาย AEC
