ความเป็นมา
โครงการลุ่มน้ำก่ำ จ.นครพนม เป็นโครงการที่ราษฎรในท้องถิ่นบริเวณสองฝั่งลำน้ำก่ำ ในเขต จ.สกลนคร และ จ.นครพนม ทูลเกล้าฯ ขอความช่วยเหลือ จากพระบาทสมเด็จพระเจ้าอยู่หัวฯ ให้ทรงแก้ไขปัญหาพื้นที่ บริเวณสองฝั่งลำน้ำก่ำ ตั้งแต่หนองหานในเขต อ.เมืองสกลนครจนถึงเขต อ.ธาตุพนม จ.นครพนม มีปัญหาน้ำท่วมเอ่อล้นในฤดูฝน กล่าวคือ เมื่อน้ำในแม่น้ำโขงมีระดับสูง จนทำให้ ลำน้ำก่ำซึ่งเชื่อมต่อกับ หนองหาน ไม่สามารถไหล ลงสู่แม่น้ำโขง ได้ เป็นเหตุให้เกิดปัญหาน้ำท่วม บริเวณสองฝั่งลำน้ำก่ำ เป็นบริเวณกว้าง และเป็นเวลานาน ทำให้เกิดความเสียหาย แก่พื้นที่เพาะปลูก ของราษฎร เป็นจำนวนมาก โดยเฉพาะในที่ลุ่ม ส่วยในฤดูแล้งน้ำ ในแม่น้ำโขง มีระดับต่ำ น้ำในลำน้ำก่ำ ไหลลงแม่น้ำโขง จนเกือบหมดราษฎร เกิดความเดือดร้อน เนื่องจากขาดแคลนน้ำ สำหรับอุปโภคบริโภค และทำการเกษตร
วันที่ 23 พฤศจิกายน พ.ศ.2535 พระบาทสมเด็จพระเจ้าอยู่หัวฯ ทรงมีพระราชดำริ ให้กรมชลประทาน พิจารณาก่อสร้าง โครงการลุ่มน้ำก่ำ จ.นครพนม เพื่อช่วยระบายน้ำออกจากบริเวณพื้นที่น้ำท่วมทั้งสองฝั่งลำน้ำก่ำในช่วงฤดูฝน และเก็บกักน้ำไว้ในลำน้ำก่ำเพื่อให้ราษฎรได้ใช้อุปโภคบริโภคและทำการเกษตรได้ อีกทั้งจัดให้มีการควบคุมระดับน้ำในบริเวณหนองหานให้อยู่ในระดับที่เหมาะสม พร้อมกับก่อสร้างอาคารบังคับน้ำเป็นระยะๆ รวมทั้งให้ขุดคลองระบายน้ำทั้ง 2 สาย โดยขุดเชื่อมต่อจากหนองหานเลียบไปตามสองฝั่งลำน้ำก่ำถึงเขต อ.ธาตุพนม จ.นครพนม พร้อมก่อสร้างอาคาร บังคับน้ำตามคลอง เพื่อทำหน้าที่ ช่วยระบายน้ำ ออกจากพื้นที่ น้ำท่วม ในฤดูฝนได้มากขึ้น อีกทังให้ทำการปรับปรุงหนองน้ำตามธรรมชาติต่างๆ เพื่อให้สามารถเก็บน้ำได้มากขึ้น

1) เพื่อให้เกษตรกรในชุมชนได้ทราบแนวทางพระราชดำริด้านการฟื้นฟูทรัพยากรธรรมชาติและสิ่งแวดล้อม
2) เพื่อเป็นการอนุรักษ์ดินและน้ำ
3) เพื่อปรับปรุงบำรุงดินและใช้ที่ดินเพื่อการเกษตรได้อย่างยั่งยืน
