ในสารานุกรมบริเตนนิกา กล่าวได้ว่าหมายถึง สิทธิแห่งอัตลักษณ์ทางการเมือง (Political Entity) ที่บ่งบอกถึงการใช้อำนาจของรัฐาธิปัตย์หรือผู้มีอำนาจสูงสุดทางการปกครอง อันแสดงถึงมโนทัศน์ของการมีอำนาจสูงสุด (the supremacy of power) ภายในขอบเขตเชิงภูมิศาสตร์แห่งรัฐ
