นายฐากร ตัณฑสิทธิ์ เลขาธิการคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) กล่าวว่า ในวันที่ 24 มิ.ย.นี้ ตนเองจะเสนอให้ที่ประชุมคณะกรรมการกิจการโทรคมนาคม (กทค.) เพิ่มเติมเงื่อนไขในการประมูลทั้งคลื่น 1800 MHz และ 900 MHz ที่กำลังจะเปิดประมูลในวันที่ 11 พ.ย.58 และ 15 ธ.ค.58 นี้ ด้วยการกำหนดให้ผู้เข้าร่วมประมูลต้องถือครองคลื่นความถี่โทรคมนาคม ทั้งที่อยู่ในสัญญาสัมปทาน และไม่ได้อยู่ในสัญญาสัมปทานรวมแล้วไม่เกิน 60 MHz ซึ่งจะนับรวมคลื่นทั้งของบริษัทที่เข้าร่วมประมูล และบริษัทในเครือที่เกี่ยวข้องกันทุกด้านไม่ว่าพฤตินัยและนิตินัย หากผู้เข้าร่วมประมูลถือครองคลื่นความถี่เกินจำนวนดังกล่าวต้องคืนคลื่นจำนวนไม่น้อยกว่าที่ประมูลได้คืนให้เจ้าของคลื่น หากต้องการคืนคลื่นที่ยังไม่หมดสัญญาสัมปทานก็ให้คืนกับเจ้าของสัญญาสัมปทาน เพื่อนำไปใช้งานต่อได้ แต่หากเป็นคลื่นที่ได้มาจาก กสทช.ก็ให้คืนมายัง กสทช.
