สถาบันวิจัยสภาวะแวดล้อม จุฬาลงกรณ์มหาวิทยาลัยได้รับมอบหมายจากกรมควบคุมมลพิษ ให้ดำเนินโครงการยกร่างกฎหมายการจัดการซากผลิตภัณฑ์เครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์และของเสียอันตรายจากชุมชน โดยมีวัตถุประสงค์เพื่อกำหนดหลักเกณฑ์ วิธีการ และเงื่อนไขการจัดระบบรับคืน รวบรวม เก็บรักษา การขนส่ง การรีไซเคิล และการกำจัดซากผลิตภัณฑ์เครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์และของเสียอันตรายจากชุมชนให้มีความปลอดภัย ไม่ก่อให้เกิดอันตรายต่อสุขภาพอนามัยของผู้ปฏิบัติงานและสิ่งแวดล้อมทั้งนี้ ร่างกฎหมายดังกล่าวจะครอบคลุมภาคส่วนต่างๆ ที่เกี่ยวข้อง ได้แก่ ผู้ผลิต ผู้นำเข้า ผู้จัดจำหน่ายและผู้บริโภค
