การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความต้องการจำเป็นด้านสมรรถนะของ ผู้ให้บริการห้องสมุดของศูนย์บรรณสารและสื่อการศึกษา มหาวิทยาลัยพะเยา ประชากรที่ใช้ในการวิจัยครั้งนี้คือ ผู้บริหาร และผู้ปฏิบัติงานให้บริการห้องสมุดของศูนย์บรรณสารและสื่อการศึกษา มหาวิทยาลัยพะเยา จำนวน 19 คน โดยทำการศึกษาจากสมรรถนะหลัก 5 ด้าน และสมรรถนะประจำสายงาน 7 ด้าน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นในรูปแบบการตอบข้อมูลสองชุดหรือการตอบสนองคู่ (Dual-response Format) ตามที่เป็นอยู่ในปัจจุบันและที่ต้องการพัฒนาที่ตรงกับระดับความคิดเห็นของผู้ปฏิบัติงานให้บริการห้องสมุด มีการตอบด้วยการประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นของสมรรถนะที่ต้องการพัฒนาเท่ากับ 0.99 ค่าความเชื่อมั่นของสมรรถนะในปัจจุบันเท่ากับ 0.97 ดำเนินการวิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า ความต้องการจำเป็นด้านสมรรถนะของผู้ให้บริการห้องสมุดระดับสมรรถนะในปัจจุบันมีค่าเฉลี่ยที่เป็นจริงต่ำกว่าระดับที่ต้องการพัฒนาทุกสมรรถนะ และโดยภาพรวมสมรรถนะหลัก 5 ด้านที่ต้องการพัฒนาเรียงลำดับรายด้านตามความสำคัญจากมากไปหาน้อยดังนี้ คือ 1) ด้านบริการที่ดี 2) ด้านการทำงานเป็นทีม 3) ด้านจริยธรรม 4) ด้านการสั่งสมความเชี่ยวชาญในงานอาชีพ 5) ด้านการคิดวิเคราะห์ สำหรับสมรรถนะตามสายงาน 7 ด้าน โดยภาพรวมสมรรถนะตามสายงานที่ต้องการพัฒนาเรียงลำดับรายด้านตามความสำคัญจากมากไปหาน้อยดังนี้ 1) ด้านความยืดหยุ่นผ่อนปรน 2) ด้านการมองภาพรวมองค์กร 3) ด้านการสืบเสาะหาข้อมูล 4) ด้านศิลปะการสื่อสารจูงใจ 5) ด้านการทำงานเชิงรุก 6) ด้านการตรวจสอบความถูกต้องตามกระบวนงาน 7) ด้านการคิดวิเคราะห์
