ปัจจุบันมีผู้ประกอบการเพิ่มเข้ามาในโครงการนมโรงเรียนมากขึ้นแต่ด้วยปริมาณความต้องการในการบริโภคนมเท่าเดิม จำนวนสิทธิการจำหน่ายที่ผู้ประกอบการแต่ละรายได้รับไม่สอดคล้องกับกำลังการผลิตที่มีอยู่ ผู้ประกอบการเกิดความเสียหาย เกณฑ์ในการจัดสรรสิทธิที่ใช้อยู่ในปัจจุบันยังไม่สามารถแก้ปัญหาดังกล่าวได้ เพื่อเป็นการลดความเสียหายและปัญหาที่เกิดขึ้นกับผู้ประกอบการ จึงมีความจำเป็นที่จะต้องศึกษาว่ามีปัจจัยใดบ้างที่ควรนำมาพิจารณาในการกำหนดเกณฑ์การจัดสรรสิทธิ โดยการนำรูปแบบของมูลค่าความเต็มใจยอมรับ (Willingness to Accept หรือ WTA) มาประยุกต์ใช้

ผลลัพธ์ที่ได้จากการศึกษานี้ พบว่าปัจจัยที่ส่งผลต่อมูลค่าความเต็มใจยอมรับ (WTA) ประกอบด้วย ระยะทางที่ผู้ประกอบการใช้ในการขนส่งนม (Distance) สิทธิการจำหน่าย (Quota) กำลังการผลิต (Capacity) และรายได้ (Income) จากแบบจำลองนี้ทำให้ได้ปัจจัยที่ควรนำมาพิจารณาประกอบเพิ่มเติมในการกำหนดเกณฑ์การจัดสรรสิทธิโครงการนมโรงเรียน ซึ่งประกอบด้วย กำลังการผลิต และระยะทางในการจัดส่งนมของผู้ประกอบการ
