อุทกภัย คือ ภัยหรืออันตรายที่เกิดจากน้ำท่วม หรืออันตรายอันเกิดจากสภาวะที่น้ำไหลเอ่อ
ล้นฝั่งแม่น้ำ ลำธาร หรือทางน้ำ เข้าท่วมพื้นที่ซึ่งโดยปกติแล้วไม่ได้อยู่ใต้ระดับน้ำ หรือเกิดจากการสะสมน้ำบนพื้นที่ซึ่งระบายออกไม่ทันทำให้พ้นที่นั้นปกคลุมไปด้วยน้ำ โดยทั่วไปแล้วอุทกภัยมักเกิดจากน้ำท่วม ซึ่งสามารถแบ่งเป็นลักษณะใหญ่ๆ ได้ 2 ลักษณะ คือ
1) น้ำท่วมขัง/น้ำล้นตลิ่ง เป็นสภาวะน้ำท่วมที่เกิดขึ้นเนื่องจากระบบระบายน้ำไม่มีประสิทธิภาพ มักเกิดขึ้นในบริเวณที่ราบลุ่มแม่น้ำและบริเวณชุมชนเมืองใหญ่ๆ มีลักษณะค่อยเป็นค่อยไป ซึ่งเกิดจากฝนตกหนัก ณ บริเวณนั้นๆ
2) น้ำท่วมฉับพลัน เป็นภาวะน้ำท่วมที่เกิดขึ้นอย่างฉับพลันในพื้นที่ เนื่องจากฝนตกหนักในบริเวณพื้นที่ซึ่งมีความชันมาก และมีคุณสมบัติในการกักเก็บหรือการต้านน้ำน้อยและมักเกิดขึ้นในบริเวณที่ราบระหว่างหุบเขา ซึ่งอาจจะไม่มีฝนตกหนักในบริเวณนั้นมาก่อนเลยแต่มีฝนตกหนักมากบริเวณต้นน้ำที่อยู่ห่างออกไป
