บริเวณน้ำตกปางสีดา เดิมเป็นหน่วยงานหนึ่งในโครงการพัฒนาพื้นที่ราบเชิงเขา จังหวัดปราจีนบุรี ซึ่งเป็นโครงการพระราชดำริของพระบาทสมเด็จพระเจ้าอยู่หัว ในการที่จะจัดป่าในบริเวณให้เป็นสถานที่สำหรับพักผ่อนหย่อนใจของประชาชน ในท้องถิ่นและนักท่องเที่ยวทั่วไปอีกทั้งยังเป็นการรักษาป่าต้นน้ำลำธารและสภาพป่าโดยรอบ กรมป่าไม้จึงได้ส่งเจ้าหน้าที่ออกดำเนินการสำรวจและจัดตั้งเป็นวนอุทยานแห่งชาติ ชื่อว่า วนอุทยานปางสีดา เมื่อปี พ.ศ.2521 อยู่ในความดูแลของ สำนักงานป่าไม้จังหวัดปราจีนบุรี มีนายเดชา พงษ์พานิช นักวิชาการป่าไม้ 3 ทำหน้าที่หัวหน้าวน อุทยาน วนอุทยานปางสีดา ต่อมาได้มีการสำรวจพื้นที่โดยรอบที่มีเขตติดต่อกันปรากฏว่า บริเวณดังกล่าวมีสภาพป่าที่สมบูรณ์ ประกอบด้วยทรัพยากรธรรมชาติที่สำคัญและมีค่า เช่น ป่าไม้ สัตว์ป่า และทิวทัศน์ที่สวยงาม สภาพภูมิประเทศส่วนใหญ่เป็นภูเขาสูงชันสลับซับซ้อน มีน้ำตกหลายแห่ง เช่น น้ำตกปางสีดา น้ำตกนาโตร น้ำตกผาน้อย และยังเป็นแหล่งต้นน้ำลำธารของแม้น้ำบางปะกง ซึ่งเปรียบเสมือนเส้นเลือดใหญ่ ที่หล่อเลี้ยงพื้นที่เกษตรกรรมในภาคตะวันออก สมควรดำเนินการให้จัดตั้งเป็นอุทยานแห่งชาติ ตามหนังสือ วนอุทยานปางสีดา ที่ กส 07008(ปด)/22 ลงวันที่ 26 พฤษภาคม 2523 เพื่ออนุรักษ์ทรัพยากรธรรมชาติดั้งเดิมไว้ เพื่อประโยชน์ในการท่องเที่ยวพักผ่อนหย่อนใจ และเพื่อการศึกษาค้นคว้าของประชาชนส่วนรวม ทั้งเป็น การสนองมติคณะรัฐมนตรี เมื่อวันที่ 9 มกราคม 2522 ที่ให้พิจารณาจัดตั้งอุทยานแห่งชาติและเขตรักษาพันธุ์สัตว์ป่าให้เป็นการเพียงพอ ต่อมาจึงได้โอนความรับผิดชอบมาให้กองอุทยานแห่งชาติ กรมป่าไม้ เป็นผู้ดำเนิน การจัดตั้งให้เป็นอุทยานแห่งชาติ

กองอุทยานแห่งชาติได้นำรายงานการสำรวจเบื้องต้นและข้อคิดเห็น เสนอคณะกรรมการ อุทยาน แห่งชาติ ซึ่งมติ ในการประชุม ครั้งที่ 2/2523 เมื่อวันที่ 8 สิงหาคม 2523 เห็นสมควรให้ออกพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าแก่งดินสอ ป่าแก่งใหญ่ ป่าเขาสะโตน และป่าท่ากระบาก ในท้องที่ตำบลแก่งดินสอ อำเภอนาดี ตำบลบ้านแก่ง ตำบลโคกปี่ฆ้อง ตำบลท่าแยก อำเภอสระแก้ว และตำบลหนองน้ำใส ตำบลช่องกุ่ม อำเภอวัฒนานคร จังหวัดปราจีนบุรี ให้เป็นอุทยานแห่งชาติ โดยประกาศไว้ในราชกิจจานุเบกษา เล่ม 99 ตอนที่ 24 ลงวันที่ 22 กุมภาพันธ์ 2525 นับเป็นอุทยานแห่งชาติลำดับที่ 41 ของประเทศไทย
