การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาสมรรถนะประจำกลุ่มงานในการพัฒนาบุคลากร ศูนย์บริการเทคโนโลยีสารสนเทศและการสื่อสาร มหาวิทยาลัยพะเยา (2) เพื่อศึกษาความต้องการพัฒนาสมรรถนะประจำกลุ่มงานของบุคลากร ศูนย์บริการเทคโนโลยีสารสนเทศและการสื่อสาร มหาวิทยาลัยพะเยา
ประชากรที่ใช้ในการวิจัย คือ ศูนย์บริการเทคโนโลยีสารสนเทศและการสื่อสาร มหาวิทยาลัยพะเยา จำนวน 36 คน ได้รับกลับคืนมา จำนวน 29 คน คิดเป็นร้อยละ 80.56 เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเกี่ยวกับสมรรถนะและความต้องการพัฒนาสมรรถนะประจำกลุ่มงานในการพัฒนาบุคลากร การวิเคราะห์ข้อมูลใช้โปรแกรมทางสถิติเพื่อหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า (1) งานบริการระบบเครือข่ายคอมพิวเตอร์ สมรรถนะที่ปฏิบัติเด่นชัด เรื่องการรักษาความปลอดภัยในการสื่อสารข้อมูล (Firewall) สมรรถนะที่ควรส่งเสริม เรื่องการเชื่อมต่อเข้าสู่เครือข่ายอินเตอร์เน็ตภายนอกได้ การบริหารจัดการกระจายภาระช่องสัญญาณสำหรับการเชื่อมต่อกับเครือข่ายอินเตอร์เน็ต (2) งานพัฒนาระบบสารสนเทศ สมรรถนะที่ปฏิบัติเด่นชัด เรื่องการวางแผนการพัฒนา การวิเคราะห์และออกแบบระบบสารสนเทศ สมรรถนะที่ควรส่งเสริม เรื่องการวางแผนในการสำรองทั้งทางด้านข้อมูลและอุปกรณ์ (Redundant) รวมถึงการสร้างกระบวนการกู้ระบบกลับคืนข้อมูล การบันทึกการรายงานผลการบำรุงรักษา และรายงานแก่ผู้บริหาร (3) งานบริการโสตทัศนูปกรณ์ สมรรถนะที่ปฏิบัติเด่นชัดแต่ควรมีการส่งเสริมสมรรถนะเพิ่มขึ้น เรื่อง การควบคุมสื่อโสตทัศนูปกรณ์ ณ ห้องเรียน ห้องประชุม ห้องอบรม และห้องสัมมนา (4) งานฝึกอบรมสารสนเทศ สมรรถนะที่ปฏิบัติเด่นชัดแต่ควรมีการส่งเสริมสมรรถนะเพิ่มขึ้น เรื่องการพัฒนากระบวนการฝึกอบรม โดยกำหนดโครงสร้างหลักสูตรให้สอดคล้องกับความต้องการ และอำนวยความสะดวกการฝึกอบรม การประเมินและติดตามการฝึกอบรม สรุปรายงานเสนอแก่ผู้บังคับบัญชา (5) งานธุรการ สมรรถนะที่ปฏิบัติเด่นชัดแต่ควรมีการส่งเสริมสมรรถนะเพิ่มขึ้น เรื่องการปฏิบัติเกี่ยวกับงานช่วยและสนับสนุนงานบริหาร การจัดทำหนังสือราชการและเอกสาร การจัดทำบัญชี การปฏิบัติด้านการเงิน การงบประมาณ และการบัญชี การจัดทำรายงานเงินรายจ่ายตามงบประมาณประจำเดือน เป็นต้น
