จากสภาพปัญหาความเสื่อมโทรมของทรัพยากรดินและสภาพแวดล้อมที่เกิดขึ้นในประเทศไทย ซึ่งส่งผลให้ผลผลิตทางการเกษตรลดลง และบางพื้นที่ประสบปัญหาการชะล้างพังทลายของดินอย่างรุนแรง ดังนั้น จึงได้จัดทำโครงการรณรงค์การปลูกหญ้าแฝกเพื่อการอนุรักษ์ดินและน้ำ โดยดำเนินการในพื้นที่ทุกจังหวัดทั่วประเทศ ซึ่งจะได้จัดให้มีกิจกรรมต่างๆ เพื่อให้รับทราบถึงวิธีการและขั้นตอนในการนำหญ้าแฝกไปใช้ประโยชน์ เพื่อการอนุรักษ์ดินและน้ำและปรับปรุงสภาพแวดล้อม และรู้จักคุณประโยชน์ของหญ้าแฝก โดยร่วมกันปลูกหญ้าแฝกในพื้นที่ต่างๆ ตามความเหมาะสม ซึ่งการใช้ระบบหญ้าแฝกจะช่วยลดต้นทุนในการป้องกันการชะล้างพังทลายของดินให้น้อยลง ขณะเดียวกันประสิทธิภาพในการดักตะกอนดิน ป้องกันดินถล่ม น้ำท่วมฉับพลันได้ในระดับหนึ่ง และความคงทนสามารถอยู่ได้นานหลายปี พร้อมเป็นการรักษาสภาพแวดล้อมอีกด้วยตามความเหมาะสม
