พระครูพิศิษฐ์อรรถการ (คล้าย จนฺทสุวณฺโณ) อดีตเจ้าอาวาสวัดสวนขันและวัดพระธาตุน้อย เดิมชื่อ คล้าย สีนิล เกิดวันที่ 27 มีนาคม พ.ศ. 2419 ตรงกับวันอังคาร ขึ้น 15 ค่ำ เดือน 4 ปีชวด จ.ศ.1238 ร.ศ.95 ที่บ้านโคกทือ ตำบลช้างกลาง กิ่งอำเภอช้างกลาง จังหวัดนครศรีธรรมราช เป็นบุตรของนายอินทร์ นางเหนี่ยว สีนิล มีพี่สาว 1 คน ชื่อนางเพ็ง มรณภาพด้วยโรคหืด เมื่อวันที่ 5 ธันวาคม พ..ศ. 2513 รวมอายุได้ 96 ปี เมื่อบำเพ็ญกุศลครบ 100 วัน จึงได้บรรจุสรีระของท่านไว้ในโลงแก้ว ประดิษฐานอยู่ในองค์พระเจดีย์ในวัดพระธาตุน้อยจนถึงปัจจุบัน

ลักษณะนิสัย เป็นคนมีมานะอดทน ขยันหมั่นเพียร อยู่ในโอวาทคำสั่งสอนของบิดามารดาและครูอาจารย์อย่างเคร่งครัด สุภาพ เรียบร้อย ว่านอนสอนง่าย นิสัยอ่อนโยนละมุนละไม จึงเป็นที่รักของบิดามารดา ครูอาจารย์และญาติมิตรเป็นอันมาก

เมื่ออายุครบ 20 ปี จึงอุปสมบทเป็นพระภิกษุ ณ อุทกุกเขปสีมา หรือศาลาน้ำ ได้รับฉายาว่า จนฺทสุวณฺโณ ณ วัดวังม่วง อ.ฉวาง จ.นครศรีธรรมราช โดยมี พระครูกราย คงคสุวณฺโณ เจ้าอาวาสวัดหาดสูง เป็นพระอุปัชฌาย์ แล้วได้ไปจำพรรษา อยู่ที่วัดทุ่งปอน หรือวัดจันดี
