อาเซียน รวมตัวกันเพื่อ ความร่วมมือกันทางการเมือง ความมั่นคง เศรษฐกิจ และวัฒนธรรม และได้มีการพัฒนาการเรื่อยมา จนถึงขณะนี้ที่เรามีกฎบัตรอาเซียน (ธรรมนูญ อาเซียน หรือ ASEAN Charter) ซึ่งเป็นเสมือนแนวทางการดำเนินงานที่จะนำไปสู่การเป็นประชาคมอาเซียนซึ่งประกอบด้วย 3 เสาหลัก คือ
