การศึกษา “ยุทธศาสตร์เมืองน่าอยู่สู่สังคมคาร์บอนต่ำ: กรณีศึกษา องค์กรปกครองส่วนท้องถิ่น” มีวัตถุประสงค์เพื่อสร้างยุทธศาสตร์ในการเป็นเมืองน่าอยู่สู่สังคมคารบอนต่ำ จากข้อตกลงร่วมกันในการประชุม COP21 ที่ผ่านมา โดยการศึกษาปัจจัยของพื้นที่ท้องถิ่นที่ใช้ในการขับเคลื่อนเมืองสังคมคาร์บอนต่ำ ศึกษาปัจจัยใน 4 มิติ คือ เศรษฐกิจ ทรัพยากร การจัดการ และวัฒนธรรม ตามกรอบแนวคิดการพัฒนาที่ยั่งยืน แนวคิดสังคมคาร์บอนต่ำ รวมไปถึงแผนการดำเนินงานด้านการพัฒนาสังคมคาร์บอนต่ำใประเทศไทย เช่น แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 11 แผนยุทธศาสตร์ชาติ 20 ปี ซึ่งผลที่ได้จะออกมาในรูปแบบที่แสดงระดับความสำคัญของปัจจัยการพัฒนาสังคมคาร์บอนต่ำที่แต่ละพื้นที่ให้ความสำคัญ จากผลการศึกษาในแต่ละพื้นที่จะนำมาสังเคราะห์เพื่อสร้างแผนยุทธศาสตร์ในการเป็นต้นแบบเมืองน่าอยู่สู่สังคมคาร์บอนต่ำ เพื่อเป็นแนวทางในการพัฒนา เครื่องมือ การจัดการไปสู่ความมั่นคงสิ่งแวดล้อม เศรษฐกิจ และสังคม ซึ่งจากการสรุปผลใน 8 พื้นที่ ที่ได้ทำการเก็บข้อมูลนั้นแสดงให้เห็นถึงปัจจัยในการขับเคลื่อนสังคมคาร์บอนต่ำที่แตกต่างกัน ขึ้นอยู่กับ ความพร้อมและศักยภาพด้านทุนทั้ง 5 ของพื้นที่คือ ทุนมนุษย์ ทุนทางสังคม ทุนทางทรัพยากรธรรมชาติ ทุนทางด้านการจัดการ การเมืองและทุนทางด้านการเงิน
