ทฤษฎี สหวงษ์เกิดที่จังหวัดบุรีรัมย์ เป็นบุตรคนโตของผู้ช่วยศาสตราจารย์สงวน และพิศมัย สหวงษ์[3] มีน้องชายสองคน[4] บิดาเป็นอาจารย์มหาวิทยาลัยราชภัฏบุรีรัมย์[5] มารดารับราชการครู[6][7]
