ตามที่สำนักงานเศรษฐกิจการคลัง (สศค.)ได้จัดประชุมพิจารณาข้อเสนอการปรับปรุงโครงสร้างอัตราภาษีศุลกากรเพื่อเพิ่มประสิทธิภาพการผลิต ระยะที่ 2 ครั้งที่ 2/2558 เมื่อวันอังคารที่ 29 กันยายน 2558 ที่ผ่านมา​นั้น​

และตามความเดิม เมื่อวันที่ 28 สิงหาคม 2558 สศค.ได้จัดประชุมพิจารณาข้อเสนอการปรับปรุงโครงสร้างภาษีศุลกากรเพื่อเพิ่มประสิทธิภาพการผลิต ระยะที่ 2 ครั้งที่ 1/2558 ตามนโยบายกระทรวงการคลัง โดยมีข้อเสนอดังนี้
1. กลุ่มสินค้าวัตถุดิบ อัตราร้อยละ 0
2. กลุ่มสินค้ากึ่งวัตถุดิบ
- ที่เกี่ยวข้องกับกระบวนการผลิต ร้อยละ 3
- ที่ไม่เกี่ยวข้องกับกระบวนการผลิต ร้อยละ 5
3. กลุ่มสินค้าสำเร็จรูป
- ที่เกี่ยวข้องกับกระบวนการผลิต ร้อยละ 7
- ที่ไม่เกี่ยวข้องกับกระบวนการผลิต ร้อยละ 10
4. กลุ่มสินค้านโยบายพิเศษ
- รถยนต์ ชิ้นส่วนและส่วนประกอบยานยนต์ ผลิตภัณฑ์ยาสูบ เครื่องดื่มแอลกอฮอล์ สินค้าเพื่อการอนุรักษ์ทรัพยากรธรรมชาติและสินค้าที่อาจก่อให้เกิดผลกระทบต่อสังคม คงอัตราเดิม
- สินค้าบริโภค มีลักษณะเป็นสินค้าฟุ่มเฟือย ลดอัตราเหลือร้อยละ 20 (จากที่มีอัตราตั้งแต่ร้อยละ 30 ขึ้นไป)

สรุปประเด็นสำคัญจากที่ประชุมฯ เมื่อวันที่ 29 กันยายน 2558 ดังนี้
1. ผู้แทนจากสำนักงานเศรษฐกิจการเกษตร สำนักงานเศรษฐกิจอุตสาหกรรม กรมศุลกากร และ สภาอุตสาหกรรมแห่งประเทศไทยให้ความเห็นในพิกัดสินค้าต่างๆ ซึ่งมีทั้งที่ขอคงอัตราภาษีและให้ลดอัตราภาษีได้ (รายละเอียดตามเอกสารแนบ 1)
2. ผู้แทนจากสมาคมและสภาหอการค้าแห่งประเทศไทยได้ให้ความเห็นดังนี้
2.1 สมาคมผู้เพาะเลี้ยงปลาไทยของคงภาษีพิกัด 03 ทั้งหมด ขณะที่สมาคมผู้ผลิตอาหารสำเร็จรูปขอลดภาษีปลาแมคเคอเรลพิกัด 0303.54.00
2.2 สมาคมเครื่องนุ่มห่ม และสมาคมสิ่งทอ ไม่เห็นด้วยกับสศอ.ที่จะลดอัตราภาษีเหลือ 3%
2.3 สมาคมเครื่องหนังฯ ขอให้ลดหนังฟอกเหลือ 0% แทนที่จะเป็น 3% และเห็นด้วยที่จะลดหนังสำเร็จรูปเหลืออัตราภาษี 20%
2.4 สมาคมอาหารสัตว์ไทยเสนอลดภาษีสินค้าวัตถุดิบจำนวน 24 รายการ ขณะที่สศก.ไม่สามารถลดข้าวแป้งสาลีให้ได้ แต่จะลดภาษีกากเบียร์ให้เหลือ 3%
