1. มีสัญชาติไทย
2.มีอายุ 60 ปีบริบูรณ์
3.ไม่เป็นผู้ได้รับสวัสดิการ หรือประโยชน์อื่นใดจากหน่วยงานของรัฐ หรือองค์กรปกครองส่วนท้องถิ่น ได้แก่ ผู้รับเงินบำนาญ ผู้รับเงินเบี้ยยังชีพตามระเบียบของกระทรวงมหาดไทย หรือกรุงเทพมหานคร ผู้สูงอายุที่อยู่ในสถานสงเคราะห์ของรัฐหรือองค์กรปกครองส่วนท้องถิ่น ผู้ที่ได้รับเงินเดือน ค่าตอบแทน รายได้ประจำหรือผลประโยชน์ตอบแทนอย่างอื่นที่รัฐ หรือองค์กรปกครองส่วนท้องถิ่นจัดให้ประจำ
