ความพอเพียง หมายถึง ความพอประมาณ ความมีเหตุผลรวมถึงความจำเป็นที่จะต้องมีระบบภูมิคุ้มกันในตัวที่ดีพอสมควร ต่อการมีผลกระทบใด ๆ อันเกิดจากการเปลี่ยนแปลงทั้งภายนอกและภายใน ทั้งนี้จะต้องอาศัยความรอบรู้ ความรอบคอบ และความระมัดระวังอย่างยิ่ง ในการนำวิชาการต่าง ๆ มาใช้ในการวางแผนและการดำเนินการทุกขั้นตอน และขณะเดียวกันจะต้องเสริมสร้างพื้นฐานจิตใจของคนในชาติโดยเฉพาะเจ้าหน้าที่ ของรัฐนักทฤษฎีและนักธุรกิจในทุกระดับให้มีสำนึกในคุณธรรม ความซื่อสัตย์สุจริตและให้มีความรอบรู้ที่เหมาะสม ดำเนินชีวิตด้วยความอดทน ความเพียร มีสติ ปัญญา และความรอบคอบ เพื่อให้สมดุลและพร้อมต่อการรองรับการเปลี่ยนแปลงอย่างรวดเร็วและกว้างขวาง ทั้งด้านวัตถุ สังคม สิ่งแวดล้อม และวัฒนธรรมจากโลกภายนอกได้เป็นอย่างดี
