ต่อมาคณะกรรมการอุทยานแห่งชาติได้มีมติในการประชุมครั้งที่ 2/2524 เมื่อวันที่ 28 กรกฎาคม 2524 ให้ดำเนินการจัดบริเวณเกาะช้างและเกาะกูด จังหวัดตราด เป็นอุทยานแห่งชาติทางทะเลอีกแห่งหนึ่ง กรมป่าไม้จึงมีคำสั่งให้นายเรืองศิลป์ ประกรศรี นักวิชาการป่าไม้ 4 ไปทำการสำรวจหาข้อมูลรายละเอียด ทั้งดำเนินการปรับปรุงวนอุทยานน้ำตกธารมะยม เพื่อยกฐานะเป็นอุทยานแห่งชาติต่อไป

จากรายงานข้อมูลการสำรวจตามหนังสือวนอุทยานน้ำตกธารมะยมพบว่า เกาะช้าง และเกาะบริวารสภาพทั่วไปมีทิวทัศน์สวยงาม มีน้ำตก และสัตว์ป่าหลายชนิดอาศัยอยู่ ตลอดจนในอดีตน่านน้ำบริเวณทิศตะวันออกของเกาะช้างได้เกิดเหตุการณ์ขึ้นใน สมัยอินโดจีน กล่าวคือ เรือรบหลวงสงขลา เรือรบหลวงชลบุรี และเรือรบหลวงธนบุรีได้ทำการยุทธนาวีกับเรือรบฝรั่งเศสจำนวน 7 ลำ อย่างห้าวหาญ เมื่อวันที่ 17 มกราคม 2484 วีรกรรมครั้งนี้ได้รับการจารึก ไว้ในประวัติศาสตร์ของกองทัพเรือ
