งานวันเด็กแห่งชาติจัดขึ้นเป็นครั้งแรก เมื่อวันจันทร์แรกของเดือนตุลาคม พ.ศ. 2498 ตามคำเชิญชวนของ นายวี.เอ็ม. กุลกานี ผู้แทนองค์การสหพันธ์เพื่อสวัสดิภาพเด็กระหว่างประเทศแห่งสหประชาชาติ เพื่อให้ประชาชนเห็นความสำคัญและความต้องการของเด็ก และเพื่อกระตุ้นให้เด็กตระหนักถึงบทบาทอันสำคัญของตนในประเทศ โดยปลูกฝังให้เด็กมีส่วนร่วมในสังคม เตรียมพร้อมให้ตนเองเป็นกำลังของชาติ

รัฐบาลได้จัดให้มีคณะกรรมการจัดงานวันเด็กแห่งชาติขึ้นมาคณะหนึ่ง ทำหน้าที่ประสานงานกับหน่วยงานต่างๆ ทั้งภาครัฐบาล รัฐวิสาหกิจ และเอกชน กำหนดให้มีการฉลองวันเด็กแห่งชาติทั้งในส่วนกลางและส่วนภูมิภาค จุดประสงค์เพื่อให้เด็กทั่วประเทศทั้งในระบบโรงเรียนและนอกระบบโรงเรียน ได้รู้ถึงความสำคัญของตน เกี่ยวกับสิทธิ หน้าที่ ความรับผิดชอบ ระเบียบวินัย ที่มีต่อตนเองและสังคม มีความยึดมั่นในสถาบันชาติ ศาสนา พระมหากษัตริย์ และการปกครองในระบอบประชาธิปไตย อันมีพระมหากษัตริย์เป็นประมุข
